HomeMy Public PortalAbout1994_02_22_O005The Town of Leesburg, qrginia PRESENTED Febru0~ 22, 1994 ORDINANCE NO. 94-0-5 ADOPTED February 22, 1994 AN ORDINANCE: ADDING SECTION 2-23 TO THE TOWN CODE REGARDING USE OF A TIMER WHEREAS, the Town Council wishes to regulate the time petitioners speak to ensure that all receive an equitable opportunity to express their opinion before the Town Council; and WHE~, Section 2-7 of the Town's Charter states that "The Council may by ordinance adopt such rules as it may deem proper for the regulation of its proceedings..."; and WHEREAS, the Town Council wishes to use a timing device to ensure that all speakers have an opportunity to speak. THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as follows: Section 2-23 of the Town Code shall hereby read as follows. Sect/on 2-23. Time limits for speakers. The Chair shall at the be~inuing of each meeting, have the authority to establish a time limit of five minutes for each petitioner or speaker, whether speaking as an individual or as representing any aroun or oraanizatio.n. Any member of the Council may aDneal the ruling and overturn the time limit by a two-thirds vote of the members present without debate.
