HomeMy Public PortalAbout1/08/1991GREENCASTLE COMMON COUNCIL • Regular Session January 8, 1991 The Greencastle Common Council met in regular session on Tuesday, January 8, 1991 in City Hall. The meeting was called to order at 7:45 p.m. On call of the roll the following members were shown to be present: Councilor Sheri Roach, Councilor Tim Conway, Councilor Sue Murray, Councilor Bob Sedlack, Councilor Mike Rokicki. Also present was City Attorney Larry Wilson. The November treasurer's report was distributed for approval at the next meeting. Department Reports: Chief Jack Hanlon delivered the statistical report of the Police Department, and indicated that Albert Epple would be taking the PERF exam on January 17, 1991. Discussion continued concerning the Wal -Mart construction project. Chief Hanlon noted that the department is monitoring the trucks. Mr. Jim Wright reported the statistics of the Street Department activity for the month of December. Councilor Murray mentioned the drainage problem at the corner of Gardenside and Hammond. Councilor Sedlack asked about the status of the State Highway garage. Mr. Wright noted that the city had received a letter form Christine Letts of the State Department of Transportation indicating Greencastle's first option on the property. Mr. Wright continued that the time table remains late summer or early • fall. Park Director Stan Lambert reported the activities in the park and noted that the Board of Park Commissioners would be meeting on January 9, 1991 to receive qualifications from architectural and engineering firms for the pool project. Mrs. Charlene Nichols delivered the statistical report of the Sewage Department. She indicated that proposals have been received for the portable generator for the College Street and other lift station and are awaiting engineer review. Councilor Roach asked about the listing of houses in the city that need to be hooked into the sewage system. Mrs. Nichols noted that the preliminary list is complete and cost estimates are being developed. Mr. Leon Phillips reported the Water Department statistics and noted that no damage occurred in the last storm. The levee washed out in three places, but missed the wells. Fire Chief Bob Elmore reported the December Fire Department statistics and noted that Bill Miller is also scheduled for the PERF exam on January 1.7, 1991. Councilor Murray noted that the Boy Scouts did a good job distributing the smoke detector literature. Mr. Bill Lawrence reported the 1990 statistics concerning building permits. He indicated that a total of 243 permits were issued: 11 new single family dwellings, 27 additions to single family, 25 accessory buildings, 17 complete roofs, 5 new multi - family • dwellings, 29 sign, 34 electrical, 21 new & additions to professional buildings, 11 school remodel or addition, 18 demolition, 31 storm damage repair, 12 miscellaneous, 2 tents. CC 1/8/91 page 2 • Department Reports continued: Discussion ensued concerning properly complaints, enforcement of the citv's ordinances and procedure. Councilor Rokicki thanked Mr. Lawrence for his efforts in responding to the calls and issues. Mr. Wilson noted that the issuance the Pedcor Economic Development Revenue Bonds, Series 1991 has been postponed and the ordinance would be brought before Council at the special meeting of January 24 after the Economic Development Commission meets that evening. Mr. Wilson also reported the status of southern highway acquisition, trash hauling contract and specs, and the completion of the RFQ for the pool project. Councilor Roach noted that the city needs to consider amending the trash ordinance to require the provision of dumpsters for multi- family dwellings over a certain number of units. Recommendations and Requests from Officers and Departments: Ordinance 1991 -1, An Ordinance Amending Chapter255 of the Greencastle Code to Establish a Personnel Policy, was presented on second reading to Council and was read by title only by Clerk - Treasurer Berry. Councilor Murray moved to approve Ordinance 1991 -1 as presented. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1991 -1 to have been passed and adopted this date. • Council Reports and Comments: Councilor Sedlack announced that Councilor Roach had been hired by the Central Dispatch Board as a dispatcher and suggested Councilor Roach abstain from votes concerning Central Dispatch. Councilor Roach agreed. Discussion continued concerning the possibility of Central Dispatch moving to the courthouse. Councilor Sedlack indicated that such move would necessitate Council's deliberation of such issues as cost of providing 24 hour reception in the Police Department, facility needs, and personnel. The time table for E911 is to install equipment in May or June and begin service in the spring of 1992. With no further business, Councilor Murray moved for adjournment.
