Please allow three business days to process the request. Minutes of Meeting Jefferson City Council Committee on Administration Wednesday, March 4, 2015 City Hall -320 E. McCarty Street Large Conference Room ATTENDEES Committee members present:Jim Branch, Laura Ward,Glen Costales,and Ken Hussey Staff present:Steve Crowell, Gail Strope,Bill Betts, Chief Matt Schofield Meeting came to order at 8:00 a.m. Councilman Costales made a motion to approve the minutes which was seconded by Councilwoman Ward.The motion passed 4-0. Changes to the Fireman’s pension plan. Presented by Bill Betts. This bill will would make several changes to the Fireman’s pension plan updating the plan to recognize it is a closed plan and to change certain wording as to death benefits to clarify the same. After Discussion Councilwoman Ward made a motion to move the bill onto the Council which was seconded by Councilman Costales. The motion passed 4-0 APPOINTMENTS REVIEW Presented by Gail Strope. The committee reviewed the recommendations by Mayor Struemph involving including reappointing Lori Rosburg and appointing Stephen Sampson and Mickesta Creagh to the USS Jefferson City Submarine Committee A motion was made by Councilman Hussey to move the appointment list on to the Council and the motion was seconded by Councilman Costales. The motion passed 4-0. OTHER BUSIENSS None. A motion to adjourn was made Councilman Hussey and seconded by Councilman Costales. Meeting adjourned at 8:08 a.m. BILL NO.[Bill No.] SPONSORED BY COUNCILMAN _______________________ ORDINANCE NO. AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI,PROHIBITING THE PURCHASE OR ATTEMPTED PURCHASE OF INTOXICATING LIQUOR BY A MINOR. BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1.Chapter 4 (Alcoholic Beverages) Section 16 (Purchase or possession by minors)is amended as follows: Sec.4-16.Purchase or possession by minors. A.Any person under the age of twenty-one years,who purchases or attempts to purchase, any intoxicating liquor as defined in section 4-1 is guilty of code violation. B.Any person under the age of twenty-one years,who has in his or her possession any intoxicating liquor as defined in section 4 -1 is guilty of code violation. C.Any person under the age of twenty-one years who has a detectable blood alcohol content of more than two -hundredths of one percent or more by weight of alcohol in such person's blood is guilty of code violation. D.For purposes of determining violations of any provision of this c hapter,or of any rule or regulation of the supervisor of alcohol and tobacco control,a manufacturer -sealed container describing that there is intoxi cating liquor therein need not be opened or the contents therein tested to verify that there is intoxicating liquor in such container.The alleged violator may allege that there was not intoxicating liquor in such container,but the burden of proof of such allegation is on such person,as it shall be presumed that such a sealed container describing that there is intoxicating liquor therein contains intoxicating liquor. E.For purposes of prosecution under this section or any other provision of this chapter involving an alleged illegal sale or transfer of intoxicating liquor to a person under twenty-one years of age, a manufacturer-sealed container describing that there is intoxicating liquor therein need not be opened or the contents therein tested to verify that there is intoxicating liquor in such container.The alleged violator may allege that there was not into xicating liquor in such container,but the burden of proo f of such allegation is on such person,as it shall be presumed that such a sealed container describing that there is intoxicating liquor therein contains intoxicating liquor (Ord.14316,§1,1-22-2008;Ord.14895,§1,12-6-2011) State law reference -Purchase,or possession,by minor prohibited,RSMo.§311.325. Section 2.This Ordinance shall be in full force and effect from and after the date of its passage and approval.
