Adjournment 1 tie . . . • • 3 (Revised - Subject to Approval) City of Tiffin Planning"and Zoning Commission Wednesday April 1, 2009 Tiffin Fire Department Meeting Room • Chairperson Steve Berner called meeting to order at 6:33pm: • Roll Call of Commission members present: Steve Berner, Jim Schmidt, and Stephanie Surine. Absent Shawna Colvin and Melvin Reeve. Also present Mayor.Royce Phillips, Council persons Jim Bartels, Chris Ball, and Mark Petersen, and City Clerk Ruth Demuth. Motion made by Jim Schmidt and seconded by Stephanie Surine for approval of Agenda and to move discussion of Special Exception Use Application for Day Care Facility as first item. All actions approved by all Ayes unless so indicated. Motion made by Jim Schmidt and seconded by Stephanie Surine for approval of March 4, 2009 minutes. Old Business: Discussions held on Special Exception Use application for Day Care Facility in a residential zoned area. Motion made by Jim Schmidt and seconded by Stephanie Surine to make a.recommendation to City Council for the approval of the application with the recommendation that an agreement be made between the City of Tiffin and owners for the paving of the 25 parking spaces shown on site plan. Paved parking spaces on Buck St., 1 through 20 be owned by the Day Care Facility and parking: spaces 21 through 25 be owned by the City. Recommendation included using signage designating ownership of parking spaces with time and days of parking allowed. Commission also, included in recommendation that a 4' wide sidewalk be drawn on site plan adjacent to Buck St for parking spaces 14 - 25 in front of street with paved curb. Jasper Avenue Development site and building plans for Bridal.Boutique and Banquet Hall discussed. Mayor Phillips explained that City Council reviewed and discussed the water and sewer plan extension to building site. Further discussion held on Sprinkler Systems for facility. Commission suggested consulting with Building Official and Fire Chief on issue. Motion made by Jim Schmidt and seconded by Steve Berner to recommend to City Council approval of site and building plans for Bridal Boutique and Banquet Hall on Jasper Avenue with compliance of building codes and per City Engineer's requirements. Chad Sands with Eastern Central Iowa Council of Governments reviewed with Commission members the final draft of the Comprehensive Land Use Plan and'Map. Motion made by Steve Berner and seconded by Stephanie Surine to,make recommendation to City Council to set Public Hearing in May 2009 for review of the Comprehensive Future Land Use Plan and Zoning Map and recommendation includes City Council approval of the Plan and Map with change on page 13 including the wording that identifies the number of acres currently available for platted residential development. Other old business included discussion on size of basketball court in Deer View Estates and sidewalk installation per the sub-dividers agreement with Developer of Deer View Estates. City Council person Petersen asked Planning and Zoning to review possibility of having basketball court installed on Outlot B. Discussion held on location of park development in Woodfield Ridge. Suggested that Planning and Zoning review possibility of Lot B for park space. Commission member Schmidt stated that he did not want the basketball court on Outlot B and he wanted the size of the - basketball court a minimum of 40 ft'x 70 ft. Questions raised regarding the installation of sidewalk .from Roberts Ferry Rd to Planned Area Development (Outlot 2). Commission member Schmidt stated that he wanted the developer to,install the sidewalk on the west side of,Deer View Ave., south of the intersection of Jackson St and Deer View Ave to Hwy 6. No,formal recommendation was made for these requests. Motion made by Berner and seconded by Schmidt for adjournment at 7:45pm.
