AN ORDINANCE AMENDING ORDINANCE NO. 2325-1968 COMMONLY KNO14N AS THE
ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3,
1968.
BE IT ORDAINED by the Common Council of the City of Richmond, Indiana,
as follows:
SECTION 1. WHEREAS, the Zoning P9ap which is a part of Ordinance No.
2325-1968, designates and describes as C-1, Neighborhood Business Dis-
trict, the following described property located at 1300 and 1390 National
Road West in the City of Richmond, Indiana, more particularly described
as follows:
Lots 15, 16, 17, 18, 19, 20, 21 and 22, Earlham Heights Addition
SECTION 2. WHEREAS, it is the intent and purpose hereof to change the
zoning classification of the above described area from C-1 to C-2.
SECTION 3. WHEREAS, a study of this Ordinance was conducted by the
Richmond City Plan Commission the 25th day of February ,
1975 at which time remonstrances were heard from all parties interested
in or affected by this Ordinance.
SECTION 4. WHEREAS, the vote of the Richmond City Plan Commission was
5 to 2 *Ax*&VMVf/in opposition to recommending the passage
of r finance I_To 2983-1975.
NOW THEREFORE:
SECTION 5. It is hereby ordained that the zoning classification of the
above described property be, and the same is hereby changed to C-2,
Community Business District, and that said property be regulated in
accordance with the.Zoning Ordinance of the City of Richmond, Indiana,
and all amendments thereto.
SECTION 6. This Ordinance shall be in full force and effect from and
after its passage and approval as by law required.
SECTION 7. The original zoning classification of the aforementioned
area is hereby rescinded and the zoning classification of this area will
be in accordance with Section 2 of this Ordinance.

West, a request to rezone from C-1 to C-2.
Dear President Merchanthouse, Council Members & Mrs. Mellen,
The Richmond City Plan Commission held a public hearing on
Tuesday, February 25, 1975, at 7:30 p.m. in the Council
Chambers of the Richmond Municipal Building on the petition
of Murphy Oil Company, 200 Jefferson Ave., E1 Dorado, Ark.,
and Wearly Properties, 306 West Washington, Hartford City,
IN., requesting a rezoning from C-1 to C-2 classification to
permit construction and operation of a self-service restaurant
as defined by Article 13; Section 13.681 of the Zoning
Ordinance.
All parties interested in or affected by this request were
heard. Remonstrances were presented at the hearing. Thirty-
two (32) letters were sent to adjoining property owners --
four (4) were returned unopposed and six (6) were returned
opposed.
On Tuesday, March 25, 1975, the Plan Commission voted five
(5) to two (2) to recommend denial of the rezoning to
Common Council. Commissioners Van Pelt and Elstro voted
in favor of the petition. Commissioner Maze was not present
at the time of voting and Commissioner Case abstained.
