AN ORDINANCE TO APPROPRIATE FIFTY THOUSAND DOLLARS ($50,000.00) FROM
THE CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX) TO CONSTRUCT
AND EQUIP A NEW NO. 2 AND NO. 3 FIRE STATION.
WHEREAS, there is a need for funds to do all those things necessary
to errect two fire stations and
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary to
appropriate more money for the various functions of the City Govern-
ment than was appropriated in the annual budget;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL. OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its insti-
tutions for the year ending December 31, 1975, the following amount of
money is hereby appropriated and set apart out of the Cumulative Capital
Improvement Fund (Cigarette Tax) for the No. 2 and No. 3 Fire Stations.
Said sum being subject to all laws governing the same and such amount
appropriated shall be held to include all expenditures to be made
during the year unless expressly stipulated by law.
SECTION 2. That for the said fiscal period, there is hereby appropriated
from the Cumulative Capital Improvement Fund (Cigarette Tax) for the
No. 2 and No. 3 Fire Stations the following specified amount to meet
the extraordinary emergencies hereby declared to exist:
No. 7 Properties - No. 71 and 72 Buildings, Structures, Improve-
ments and Equipment - the erection and equipping of Fire Stations
No. 2 and No. 3.

SECTION 3. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana, governing emergency appropriations.

COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
1n the Council Chambers in the !Municipal Building of said City March 3
1975 , at the hour of 7:30 P.M.
Councilman Merchanthouse presided with the following members present: Messrs.
Brown , Cornett , Elstro Geier ,
Hilton Marino Mills Williams
Absent: Nonp.
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of and _February 2 1975.

Said notices stated that a public hearinguldhee held on the 3rd day of
by the Common Council to consider additionaT appropria-
t ons as providid or in Ordinance No1975 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman Geier
moved the proof of publication and posting of notices be receive and nd ordered
filed, seconded by Councilman Marino , and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 2gg4_1g75
Councilman Geier moved for engrossment of Ordinance No. 2984-1975, seconded by
Councilman Elstro and on unanimous voice vote the motion.was carried.
Councilman Geier moved for suspension of the rules and read Ordinance No. 2984-1975
on third reading by title, seconded by .Councilman Hilton and on unanimous voice
vote the motion was carried.
The Clerk read on third reading by title only Ordinance No. 2984-1975.
After hearing all persons present, Ordinance No. 2g 11997755- was placed on
final passage or rejection and on a call of the roll the following was recorded:
