In September 25, 1995 the Village of Key Biscayne entered into an agreement with Info/Sis Technologies
for Internet access and a dedicated domain name and on-line information. In all these years the Village of
Key Biscayne has paid all your invoices in a timely manner, always paying quarterly in advance for your
services.
On August 12, 1997, the Village of Key Biscayne sent you a letter canceling this service. Two days later,
the Village of Key Biscayne called you and requested to stop the cancellation process for at least 3 more
weeks. The last invoice the Village paid to Info/Sis was in June of 1997 for the months of July, August,
September and October, 1997.
More or less on September 15, 1997, Guru Communications started hosting the Village's domain. At that
time, Guru Communications informed me that they would notify Info/Sys of the change. 1 find it
unacceptable that seven (7) months later, Info/Sys is sending the Village an invoice for $300.00 for service
during November and December of 1997, and January and February of 1998, when the Village has not used
your services since September 15, 1997.
I also do not appreciate the letter you sent to Mayor Festa, where you do not explain all the facts. I am sorry
that all this misunderstanding has taken place, but the Village cannot pay for services that were not
performed.

Dear Mayor Festa:
It brings me great discontent to have to write to you about this matter.
Info/SIS Technologies was notified in August 1997 to stop hosting your Web Site. We
complied and had ordered the cancellation with our Web Hosting Department. Three
days later Conchita Alvarez asked us verbally to please keep hosting the Web Site until
further notice. The company she had contracted was unable to do the transfer. We
agreed and stopped the process for cancellation. As a courtesy, we continued providing
this service.
We recently sent Ms. Alvarez an invoice for the Web Hosting and she is refusing to pay
for it. She claims that another company is performing the services. Unfortunately, we
never received a second notice from either her or the Web Hosting Company she is using.
There is a certain protocol that all professional computer consultants follow and that is to
notify previous Hosting Services that changes will be made. Regretfully, This never
happened.
I have once again put in the order to cancel the Web Hosting for VKB, but I have a bill
remaining for $300.00.
We hope this matter will be resolved. Otherwise, we will have to proceed with our
company's policy of turning this account over to our collection agency.

Dear Mr. Inguanzo:
Based on our discussion September 2011i, 1995, TnIo:SIS submits the flowing proposal to
assist the Village of Key Biscayne in doweloping an effective I TERI1'ET communications
strategy. Info'SIS proposes to work closely xvith village members to accomplish the above
goal.
The objectives of the strategy are to:
• Provide Key Biscayne with Internet access
• Provide Key Biscayne with a dedicated domain name and a Wotld Wide Web
presence(global exposure)
• Provide Key Biscayne citizens with valuable city information On -Line (i.e. display all
property, leans and current issues)
• Furnish Key Biscayne with software tools to obtain useful information from its citizens
(feedback -questionnaires)
Attachment I. identifies the implementation schedule and costs. We estimate the effort to
take approximately one week. The estimated cost for professional services is $2,200.00
based on 40 hours ii<i^' SC 5 00 per hour
