AN ORDINANCE APPROPRIATING THE SUM OF 'THIRTEEN THOUSAND, FIVE HUNDRED
DOLLARS ($13,500.00) FROM THE CUMULATIVE STORM SEINER FUND FOR STORM
SEWER MATERIALS.
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary to
appropriate more money for the various functions of the City Govern-
ment than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its insti-
tutions for the year ending December 31, 1975, the following amount
of money is hereby appropriated and set apart out of the fund named
and for the purpose specified. Said sum being subject to all laws
governing the same. Such amount appropriated shall be held to include
all expenditures to be made during the year unless expressly stipu-
lated by law.
SECTION 2. That for the said fiscal period there is hereby appro-
priated from the Cumulative Storm Sewer Fund the following specified
amount to meet the extraordinary emergency hereby declared to exist:

SECTION 3. This Ordinance shall be in full force and effect from
and after its passage and approval by the Mayor and is subject to the
laws of the State of Indiana governing emergency appropriations.

Indiana, this Z 7 day of 1975.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City March 17,
1975 , at the hour of 7:30 P.M.
Councilman Merchanthouse _ presided with the following members present: Messrs.
Brown Cornett Elstro , Geier ,
Hilton Marino Mills Williams
Absent: None. , ,
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of March 5 and March 12, 1975
Said notices stated that a public hearing wouldd Wberheld on the 17th day o
March , by the Common Council to consider additiona- appropria-
Mons as provided for in Ordinance No. 2985-1975 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman Geier
moved the proof of publication and posting of notices be received and d ordered
filed, seconded by Councilman Hilton and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 2985-1975
Councilman Brown moved for engrossment of Ordinance No. 2985-1975, seconded by
Councilman Williams and on unanimous voice vote the motion was carried.
Councilman Geier moved to suspend the rules and read Ordinance No. 2985-1975
on third reading by title only, seconded by Councilman Brown and on unanimous
voice vote the motion was carried.
The Clerk read on third reading by title only Ordinance No. 2985-1975.
After hearing all persons present, Ordinance No. 2985-1975 was placed on
final passage or rejection and on a call of the roll the fo low ing was recorded:
