Tiffin Fire Department Meeting Room
Chairperson Steve Berner called meeting to order at 6:39pm.
Commission members present: Steve Berner, Shawna Colvin, Melvin Reeve, Stephanie Surine. Absent
Jim Schmidt.
Also present Mayor Royce Phillips, Council members Jim Bartels and Chris Ball, and City Clerk Ruth
Demuth.
Motion made for approval of Agenda by Reeve seconded by Surine.
Motion made by Surine and seconded by Colvin for approval of minutes to June 1, 2009 meeting.
Old Business:
Motion made by-Berner and seconded by Surine to continue to review and plan to standardize
addresses for residents with Iowa City and Oxford addresses within the boundaries of Tiffin. Ayes:
Berner, Colvin and Surine. Nays: Reeve. Absent: Schmidt. ,
Information presented on DNR regulations on builder's wash out locations on lots in new developments.
Motion made by Reeve and seconded by Colvin to contact Johnson County Department of Natural
Copies of Design Standards regarding Street Lighting presented. And discussion held. Motion made by
Reeve and Seconded Colvin to obtain additional information and present at September meeting.
Recommendation made by Berner and seconded by Reeve to readdress design standards and change
type of street lights at intersections to direct downward illumination.
New Business:
Recommendation made by Berner and seconded by Reeve for approval of 2009 Ireland Avenue Water
and Sanitary Sewer Extension as per Engineer's plans and specifications. Bids to be let on August 12,
2009.
Scott Long and Jere Wisnek provided information on commercial business inquiring on an open
manufacturing operation in Tiffin Industrial Park. Zero Energy Systems want to manufacture concrete
wall systems for construction on Lot#18. Motion made by Berner and seconded by Reeve to table
'recommendation until checking with surrounding communities on their zoning for open manufacturing
operations. Motion made by Berner and seconded by Reeve to table discussion on changing zoning in
regards to open manufacturing in Industrial zoned districts until additional information obtained.
No information provided for expansion of Big Country Seed and tabled until future time when information
has been provided.
Motion made by Surine and seconded by Reeve for adjournment at 8:10pm.

Wissinck were ndt•present at meeting. Scott Long, Zero Energy Systems, wants to manufacture concrete
