Roll Call: 2. Approval of Agenda: Minutes of May 27, 2015. Commissioner Smith moved, and Commissioner Sumrall seconded the motion to approve the Agenda. Motion carried: 6-0. 3. Open Forum: 4. Public Hearing/Regarding: a. Development Permit-Murdoch's Ranch & Home Supply Commissioner Sumrall moved, and Commissioner Taylor seconded the motion to open the public hearing on Development Permit-Murdoch's Ranch & Home Supply. Motion carried: 6-0. Commissioner Quinn recused himself from the meeting due to working relationship with the Manager of Fraser Valley Shopping Center(Center). The application and proof of publication, were entered into the record, The applicant is DTJ Design with an authorization letter submitted by Winter Boat LLC. Lee Payne from DTJ Design representing the applicant briefed the Commission on the plans for the site. Craig Clark outlined the snow removal plans for the Center, the management(landlord) will be responsible for 100% of the snow removal for the center. Page 2 of 3 Adding additional landscaping to the Center is a mutual desire of the staff and the Center's management. The description of the development includes the following: renovations of existing building for a new entry, addition of enclosed outdoor storage area, and restriping of existing parking. The proposed location is adjacent to US 40 in the Fraser Valley Center. The Business District regulations are detailed in Section 16-4 of the Fraser Municipal Code. This development proposal is classified as a minor Development Permit and technically should only be reviewed by Town Staff at an administrative level. However, due to the façade renovations and change in the parking configuration due to the addition of the outside storage area, we decided to present this development permit to the Planning Commission. Most of the development standards associated with this property aren't applicable to this proposal because the property was developed years ago and are considered grandfathered in. Due to the nature of the proposed business, outside storage of products is a necessity. The applicant has provided a proposed site improvement plan indicting the outside storage location, details of the dumpster enclosure, a parking summary chart and location of snow storage (Sheet A1.1). The parking regulations in the Business District, Section 16-4-130, allow for a reduction in the number of required spaces by up to twenty percent (20%)when parking is provided in common for more than one (1) business. The utilization of joint parking facilities to minimize the proliferation of parking areas is encouraged. For parking lots with ten (10) or more parking spaces, eighty percent(80%) of the required spaces shall be ten (10)feet by twenty (20)feet, while the reminder of the spaces may be reduced to nine (9) by eighteen (18). The parking regulations require one (1) parking space for every 200 SF of office space and one (1) parking space for every 230 SF of retail sales, devoted to sales and display. Utilizing the incentives discussed above, the applicant is required to provide 200 parking spaces and 204 are shown on the site plan. The applicant must provide on-site snow storage or if the development parcel necessitates off-site snow storage, an agreement from the property owner is required. The applicant has indicated that any excess snow that will not fit in the permanent snow storage area and needs to be placed in the temporary snow storage area will be removed from the temporary snow storage area within 10 days of said snow being placed in the temporary snow storage area. The snow will be hauled to an off-site location. The applicant has found a location and is working to finalize an agreement by next week. There is an existing Veteran's Memorial located within the proposed outside storage area. The applicant is working with Staff to relocate this memorial. Pending any issues that may arise at the public hearing, staff recommends approval of this Development Permit with conditions, based on the representations of the development proposal. Motion carried: 5-0. Commissioner Sumrall moved, and Commissioner Smith seconded the motion to approve the Development Permit-Murdoch's Ranch & Home Supply via PC Resolution 2015-06-01. Motion carried: 5-0. 5. Adjourn Commissioner Sumrall moved, and Commissioner Young seconded the motion to adjourn. Motion carried: 6-0.
