HomeMy Public PortalAbout201504061 REGULAR COUNCIL MEETING, APRIL 6, 2015 CALL TO ORDER The Regular Council Meeting of April 6, 2015, was convened at 6:00 P.M. by Mayor Eric Struemph. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Graham, Henry, Hussey, Medin, Mihalevich, Prather, Scrivner, and Ward Absent: Costales A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Henry to adopt the agenda with the addition of item 7(c) for invited guest Vicky Schildmeyer to announce an upcoming transit event, as well as reversing the order of presentations from invited guests listed on the agenda under items 7(a) and 7(b). The motion to adopt as amended was seconded by Councilman Mihalevich, and approved unanimously. MISCELLANEOUS AGENDA ITEMS Mr. Hank Vogt, President of the Jefferson City Area Board of Realtors, distributed the prizes to winners of this year’s “Fair Housing” Poster Contest. The winners were announced by Ms. Jayme Abbott, and each recipient received their award from Mr. Vogt and congratulations from Mayor Struemph. Mayor Struemph presented a proclamation to Mr. Vogt proclaiming April as “Fair Housing Month.” PUBLIC HEARINGS There were no public hearings scheduled for this time. 2 REGULAR COUNCIL MEETING, APRIL 6, 2015 APPOINTMENTS BY THE MAYOR There were no appointments recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Mayor Struemph introduced Missy Bonnot from the Chamber of Commerce who made a presentation regarding the recent announcement by Continental Commercial Products (“CCP”). The company will be relocating their operation to Jefferson City and ultimately providing 200 jobs in the City. The Mayor and Council thanked the Chamber and all others who were involved in this achievement for the City. Parks, Recreation & Forestry Director Bill Lockwood gave a brief update on the ongoing meetings with Lincoln University regarding the multipurpose building partnership project. Ms. Vicky Schildmeyer and Ms. Ashley Varner made a joint presentation announcing “Ride the Bus Day” open house event which will be held on Thursday, April 30, beginning at 11:30 A.M. at the Jefferson City Fire Museum on E. Miller Street, and invited everyone to attend. ANNOUNCEMENTS BY THE MAYOR, COUNCIL, AND STAFF Janice McMillan, Planning and Protective Services Director, made an announcement regarding this year’s annual Bulky Items Spring Cleanup event. The event will occur on the City west of Jefferson Street during the week of April 20; east of Jefferson Street will occur during the week of April 27 . A flyer with detailed information can be found on the City’s website for those dates on the calendar. CONSENT AGENDA Mayor Struemph stated that the following items were presented to the Council for their approval by consent at this time: a. Minutes of City Council Meetings: March 16, 2015 3 REGULAR COUNCIL MEETING, APRIL 6, 2015 b. Accepting Bid 2786 – Lauf Equipment Company for Sludge Spreader Bed, Wastewater Plant - $45,278.00 c. Awarding Bid 2783 – Engineering Surveys and Services for Influent Effluent Sampling - $14,552.00 for Years 1 through 3 d. Neighborhood Assistance Program Local Government Certification A motion was made by Councilman Hussey to approve the Consent Agenda as presented, seconded by Councilman Prather, and approved unanimously. Councilman Scrivner requested that the rules be suspended and Bill 2014 -134 placed on final passage at this time. There were no objections to the request for suspension of the rules. Bill 2014-134 was read second and third times by title, placed on final passage, and passed by the following roll-call vote as Ordinance 15385: Aye: Branch, Graham, Henry, Hussey, Medin, Mihalevich, Prather, Scrivner, and Ward Nay: None At this point in the meeting, Mayor Struemph stated that a Boy Scout had entered the auditorium and asked him to come forward to identify his troop. The Scout stated he is a member of Troop 4 from St. Peters Church, and he was present to earn cre dit towards his Citizenship in the Community Badge. A motion was made by Councilman Prather for adoption of Resolution RS2014-39 as presented, seconded by Councilman Hussey, and approved unanimously by the following roll-call vote: Aye: Branch, Graham, Henry, Hussey, Medin, Mihalevich, Prather, Scrivner, and Ward Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Mr. Leonard Steinman reminded citizens that April 7 was election day and urged everyone to exercise their right to vote. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no comments made at this time. NEW BUSINESS There was no new business brought forward. GO INTO CLOSED SESSION 7 REGULAR COUNCIL MEETING, APRIL 6, 2015 Mayor Struemph announced that, Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion to go into Closed Session to discuss the following: a. Contract Negotiations [Sec. 610.021.(12)] A motion was made by Councilman Scrivner to go into Closed Session for the above- stated reason, seconded by Councilman Mihalevich, and approved unanimously by the following roll-call vote at 7:00 P.M.: Aye: Branch, Graham, Henry, Hussey, Medin, Mihalevich, Prather, and Scrivner, and Ward Nay: None
