Adjournment . i (Subject to Approval) City of Tiffin Planning and Zoning Commission Wednesday September 2, 2009, Tiffin Fire Department Meeting Room The Chairperson Steve Berner called the Planning and Zoning Commission meeting to order at 6:41 pm. The results of the roll call of Commission members present were Steve Berner, Shawna Colvin, Melvin Reeve, Stephanie Surine. Jim Schmidt was absent. Also present at the Planning and Zoning Commission meeting were Mayor Royce Phillips, Council members Chris Ball, Jim Bartels, Mark Petersen and the City Clerk Ruth Demuth. A motion was made for approval of the Agenda by Surine and the motion was seconded by Colvin. All motions approved by all Ayes unless so noted other. A motion was made by Colvin and the motion was seconded by Surine for approval of the minutes to August 5, 2009 meeting with a revision requested by Colvin to the minutes in changing the word "provided" in regards`to discussion of new commercial business in Industrial Park, Zero Energy Systems, to clarify that Scott Long and Jere Wissnick were not present for the discussion. Old Business: Verbal information was given to the Commission members by the City Clerk on DNR regulations for the construction wash out locations. Amy Bouska, Johnson County Water and Soil Conservation, and Kelly•Swenson, Coralville Erosion Control Manager gave information to the City Clerk on their recommendations and practices in dealing with the construction site wash out stations in their jurisdictions. A motion was made by Steve Berner and the motion was seconded by Melvin Reeve for a recommendation to add language to-the future Developer Agreements regarding the placement and use of the construction wash out stations in developments. The recommendation was passed by all Aye votes of the Planning and Zoning commission member present. Absent: Jim Schmidt. City.Clerk reported that work was still in progress on list of residences with Iowa City and Oxford mailing addresses within the corporate city limits of Tiffin, for-purpose of clarifying residences mainly for emergency dispatch. Mayor Phillips will be contacting the district postal service for guidance on developing this plan. City Clerk updated Commission on street lights per conversations with Dustin Hopkins, Construction Specialist with Alliant Energy on replacement of current lights or changing, placement of street lights in new developments. Discussion held on previous recommendation made by Commission to change design standards for street lighting in new developments. Recommended for brighter lighting at intersections. Verbal information was given to Commission members by City Clerk on information obtained from the Building Departments of Coralville, Iowa City, and North Liberty on not allowing Open Manufacturing operations within their city limits.-Steve Berner asked the City Clerk to obtain copies of zoning ordinances dealing with the Open Manufacturing for comparison before making a recommendation for changes to the Tiffin Zoning Ordinance. New Business` Copies of the Variance Request for non-conforming uses for signs at the proposed construction site for the KUM&GO were submitted by KUM&GO and were given to the Commission members. Steve Berner recommended submittal of the variance request to the Board of Adjustments Commission for their review and decision. Verbal information provided to Commission on future 28E Agreement"updates with the Coralville Building Department regarding the inclusion of the inspections of Sprinkler Systems, Fire Alarm Installation Inspections, and Occupancy Limits. It was reviewed that the Tiffin Fire Department would continue to'handle the Knox Box applications. Discussion held'on the possible restructuring of the residential building permits fees. It Was reported that the City Council had been working on this issue at Work Session. Extensive discussion was held by Planning and Zoning Commission members on parking issues on arterial streets and roads within the city limits of Tiffin. A recommendation was made by Melvin Reeve and the recommendation was seconded by Steve Berner to not allow parking on either side of an arterial street, specifically identifying this parking restriction to Ireland Ave, James Ave, Jasper Ave, Oakdale Blvd, and Roberts Ferry Rd. Recommendation requests signage to be placed on street adjacent to Grace United Methodist Church to allow parking suggested from 6:00am to noon on Sunday, Roll call of Commission members, Ayes: Berner, Colvin, and Reeve. Nay: Surine. Absent: Jim Schmidt. Commission member Surine wanted her comments on the future development of Roberts Ferry Rd on record. She would hope that the City Council (and P&Z) give some serious thought and planning into how to deal:with Roberts Ferry Road instead of just lumping it into the bigger scheme (which seems to be the current trend). The older houses on the street were developed Icing~before the area to the north, and the street wasn't designed to handle that much traffic, she x would hate to see the current property owners penalized for the later development that the street can't handle. She thinks there should be a sidewalk on both sides and she think on-street parking can be dangerous. However, if the city wants to hold citizens on that street both to no parking and no parking across sidewalks it creates an impossible situation where some owners won't even be able to park in their own driveways or ever have visitors. Surine is not comfortable with that decision. Motion made by Surine and seconded by Reeve for adjournment at 7:25pm.
