Home My Public Portal About14703 - waive docs REGULAR COUNCIL MEETING JULY 1, 1996 CALL TO ORDER The Regular Council Meeting of July 1 , 1996, was called to order at 7:30 P.M. with Mayor Duane Schreimann presiding. Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for roll call: Present: Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nelson, Nilges and Vincent Absent: Byrd A quorum was declared present. PRESENTATIONS FROM THE GALLERY City Administrator Rich Mays made a presentation regarding the status of projects which have been funded by the half-cent sales tax. He spoke about the impact of the tax revenue on the City's budget for funding such major projects as streets. parks, etc. Mr. Bill Case, gave a slide presentation outlining specific projects which were funded by the half-cent sales tax revenues. Several "before" and "after" slides were shown to emphasize the impact which the tax revenues have had in improving the quality of life for citizens of Jefferson City. He encouraged the voters to support the extension of the half-cent sales tax at the August 6 election. ANNOUNCEMENTS•BYMAYOR " Mayor Duane Schreimann announced that the Commercial Landscape Award for the month of June has been awarded to Mid Missouri Medical Foundation, and that since no representative of that organization could be present to accept the award, the City will mail it to them. BILLS INTRODUCED , Bill 96-42, sponsored by Councilman Haake, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH MISSOURI PETROLEUM PRODUCTS COMPANY FOR SLURRY SEAL PROJECT. Councilman Haake requested that the rules be suspended and Bill 96-42 placed on final passage. Councilman Jackson stated that he objected to the continual requests for suspension of the rules on bills introduced, and that he would support the request at this Council Meeting, but in the future, he will object to the requests. Councilman Vincent and McDowell agreed with Councilman Jackson's comments, and Councilman McDowell requested a report of the actual beginning date of this project. There were no objections to the request for suspension of the rules. Bill 96-42 was read second and third times by title, placed on final passage and passed by the following vote as Ordinance 12483: Aye: Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nelson, Nilges and Vincent Nay: None Bill 96-43, sponsored by Councilman Haake, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING A SUPPLEMENTAL APPROPRIATION AND THE TRANSFER OF FUNDS WITHIN THE 1995-96 BUDGET FROM THE GENERAL FUND FOR THE COLE COUNTY NUTRITIONAL CENTER. Councilman Haake requested that the rules be suspended and Bill 96-43 placed on final passage. Councilman McDowell suggested that the list of streets which were scheduled to be affected by both bills 96-42 and 96-43 be made available to the public in some form to minimize the inconvenience to residents of those streets. Following a brief discussion, Bill 96-43 was read third time by title, placed on final passage and passed by the following vote REGULAR COUNCIL MEETING JULY 1, 1996 as Ordinance 12484: Aye: Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nelson, Nilges and Vincent Nay: None Bill 96-44, sponsored by Councilman Nilges, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING A SUPPLEMENTAL APPROPRIATION AND THE TRANSFER OF FUNDS WITHIN THE 1995-96 BUDGET FROM THE GENERAL FUND FOR THE COLE COUNTY NUTRITIONAL CENTER. Councilman Nilges requested that a representative of the Nutritional Center be allowed to give a brief background of the organization. Ms. Leilani LaCasse, Columbia, MO, gave a brief presentation regarding the Center which included the number of citizens served meals and the cost of the service. Following her presentation, Councilman Haake requested that Allen Garner, City Counselor, provide the Council with a legal opinion regarding the legality of supporting such an organization with City funds. FOR BUS LEASE. Councilman McDowell stated that it was her understanding that the bus for Sho-Me Coach Lines was to be a used bus. Marty Brose, Public Works Director, explained that Bill 96-12 passed unanimously by Council on May 20, 1996, authorized this grant application and outlined the details of the City's participation in the grant. REGULAR COUNCIL MEETING JULY 1, 1996 APPEALS Appeal of PUD Decision/Continuance Requested to August 5 -Councilman McDowell moved to approve the request for continuance to August 5, motion was seconded by Councilman Vincent, and approved unanimously. LIAISON REPORTS,; - - - Solid Waste Committee - Councilman Vincent reminded citizens that the new compost site, effective today (July 1, 1996) is the junction of Routes C/CC. UNFINISHED BUSINESS :. _ Councilman McDowell requested an update of the status of repair work on Fairgrounds Road. Marty Brose, Public Works Director, stated that Fairgrounds Road will be the first street done by the company which was approved at tonight's meeting for the overlay project, in addition to repairing the section of roadway in front of the middle school. The City is not paying for that repair work, and should be done within the next two weeks, weather permitting. Councilman McDowell requested an update on the status of the traffic signal on Stadium Blvd. at the Beck Quarries. Marty Brose, Public Works Director replied that the signal will be placed in "flash" mode within the next couple of days, and then the City will advertise that it will be removed after about a two-week period. Councilman McDowell stated that she was concerned by the fact that application has been made to the Board of Adjustment for a recycling center on Idlewood which Council approved for rezoning in Bill 96-33. Staff explained that the applicant is not required by the City to give the reason for their rezoning request, and therefore, the City may not even be aware of what the applicant plans to use the rezoning property for. Councilman Nilges reported on the Fourth Ward Meeting recently held by he and Councilman McDowell. Councilman Nilges stated that he felt the City's Parks & Recreation Commission should consider allowing the Special Olympics organization to use the City's parks facilities at no charge during its annual event here. Councilman Landwehr stated that the Missouri 4-H organization was presently in Jefferson City for a convention, and welcomed them. Smith in April, 1993. Therefore, the special tax bill was sent to the Bauers in error, and they did not contact the City to inform us of the property transaction. Cole County Abstract Office tells me that in their records they list Ms. Smith as the property owner now. Jeanie Angerer tells me that there was a problem with this in the past and that you are aware of it. I just wanted to let you know that the County Collector is trying to determine who the property owner is for tax purposes. Regarding Tax Bill 14703 - Has the dispute over property ownership been settled yet so the City can properly issue a tax bill? 2. Regarding Tax Bill 14711 - I will write Ms. Wolken's attorney and send her a copy of the tax bill so she will know what to return to us, then re-issue the same tax bill under the same number. So when you receive a copy of a tax bill with the same number, it will supersede the original version. If you have any questions, please let me know. attachments
