AN ORDINANCE APPROPRIATING THE SUM OF TWELVE THOUSAND DOLLARS ($12,000.00)
FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX) FOR STREET
MATERIALS.
WHEREAS, certain extraordinary emergencies have developed since the adop-
tion of the existing annual budget so that it is now necessary to appro-
priate more money for the various functions of the City Government than
was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
INDIANA:
SECTION 1. That for the expenses of the City Government and its insti-
tutions for the year ending December 31, 1975, the following amount
of money is hereby appropriated and set apart out of the fund named
and for the purpose specified. Said sum being subject to all laws
governing the same. Such amount appropriated shall be held to include
all expenditures to be made during the year unless expressly stipulated
by law.
SECTION 2. That for the said fiscal period there is hereby appropriated
from the Cumulative Capital Improvement Fund (Cigarette Tax) the following
specified amount to meet the extraordinary emergency hereby declared to
exist:

SECTION 3. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.
PASSED AND ADOPTED by the Common Council of the City of Richmond, Indiana,

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City April 21,
1975 , at the hour of 7:30 P.M.
Councilman Merchanthouse presided with the following members present: Messrs.
Brovin -, Cornett Elstro Geier ,
Hilton , Marino , Mills Williams
Absent: None. _ , ,
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of Ag i_1�1E and `April 17. l.975
Said notices stated that a public hearingwould -be held on the 2�isstt
by the Common Council to consider additional --appropria-
tions as provided or in Ordinance No. 2 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman G i
moved the proof of publication and posting of notices be received and or3ered
filed, seconded by Councilman and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 2993-1975
Councilman Brown moved for engrossment of Ordinance No. 2993-1.975, seconded by
Councilman E1stro and on unanimous voice vote the motion was carried.
Councilman Geier moved for suspension of the rules and read Ordinance No. 2993-1975
on third reading by title only, seconded by Councilman Williams and on unanimous
voice vote the motion was carried.
The Clerk read on third reading by title only Ordinance No. 2993-1975.
After hearing all persons present, Ordinance No. was placed on
final passage or rejection and on a call of the ro tie following was recorded:
