AN ORDINANCE TO APPROPRIATE SEVENTY EIGHT THOUSAND, FIVE HUNDRED DOLLARS
($78,500.00) FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE
TAX) TO BE USED FOR R & S # 11, RIGHT OF WAY, ENGIMEERING AND CONSTRUCTION
OF WILLIAMSBURG PIKE.
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary
to appropriate more money for the various function of the City Govern-
ment than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its insti-
tutions for the year ending December 31, 1975, the following amount of
money is hereby appropriated and set apart out of the fund named and
for the purpose specified. Said sum being subject to all laws governing
the same. Such amount appropriated shall be held to include all expendi-
tures to be made during the year unless expressly stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appropriated
from the Cumulative Capital Improvement Fund (Cigarette Tax) to be used
for R & S #11, Right of Way, Engineering and Construction of Williamsburg
Pike, the following specified amount to meet the extraordinary emergency
hereby declared to exist:

These funds are to be appropriated for the following project:
R & S #11, Right of !-Jay, Engineering and Construction of Williams-
burg Pike.
SECTION 3. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana, governing emergency appropriations.
PASSED AND ADOPTED by the Common Co ncil of the City of Richmond,

The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of Aril 24 and Noy 1. 1076
Said notices stated that a public hearing would be held on the DO day of
151S , by the Common Council to consider additional appropria-
t o sn as Provided for in Ordinance No. 2 -lgi5 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman 601W
