AUTHORIZING YEAR 2004 ALLIANCE AGREEMENT BETWEEN THE
BOROUGH OF CARTERET AND THE COUNTY OF MIDDLESEX
WHEREAS, the Interlocal Services Act, N.J.S.A. 40:8A-1 et seq., encourages counties and
municipalities to enter into intcrlocal contracts for the joint provision of services in order to
effectuate economies in government costs to help reduce local property taxes; and provides
legal authority and procedures to effectuate such agreements; and
WHEREAS, the County of Middlesex (the "County") and the Borough of Carteret (the
"Borough") are desirous of entering into such an interlocal services agreement to provide
alcoholism and drug abuse prevention and education services to Middlesex County residents
who are also residents of the Borough of Carteret; and
wHEREAS, pursuant to said agreement, the County is willing to provide the Borough the
sum of $21,549.00 from a trust account established with State grant funds, to include
$19,949.00 used for municipal alliance related activities, and $1,600.00 to be used for
municipal alliance training activities; and
WHEREAS, pursuant to the agreement, the Borough must provide matching funds in the
amount of $21,549.00 cash and in-kind services prior to receiving the aforementioned sum
from the County; and
WHEREAS, the County and the Borough are authorized to enter into the above described
agreement without public advertisement for bids for the same pursuant to NJ.S.A. 40A: 11-
5(2); and
WHEREAS, in accord with N.J.S.A. 40:8A-4, said proposed contract is available and open
to public inspection at the office of the Carteret Municipal Clerk, Carteret Municipal Building,
61 Cooke Avenue, Carteret, NJ, between the hours of 8:00 a.m. and 4:00 p.m.
NOW, THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret as follows:
1. That the Year 2004 Alliance Agreement between the County of Middlesex and the
Borough of Carteret for a period of one (1) year from January 1, 2004 to December 31,
2004, is hereby approved.
2. That the Mayor and Borough Clerk are hereby authorized to execute the Year 2004
Alliance Agreement.
3. That the original and three copies of the executed year 2004 Alliance Agreement, with
the Borough seal affixed thereto, shall be forwarded to the Middlesex County Alliance
Coordinator, and a copy of the same shall be forwarded to the Carteret Alliance
Coordinator.
