Chairman Scrivner called the meeting to order at 7:30a.m. A quorum was present at this time.
The following guests were present: Councilman Rick Mihalevich, Mayor Carrie Tergin, Vicki
Schildmeyer, and Madeleine Leroux with News Tribune.

Introductions were made at this time.
2. Approval of the March 19, 2015 and April 20, 2015 Committee meeting minutes
Councilman Prather moved and Councilman Henry seconded to approve the March 19, 2015
minutes, motion carried.
Councilman Costales moved and Councilman Henry seconded to approve the April 20, 2015
minutes, motion carried.
3. New Business
1. Don Ray Drive Construction Contract (David Bange)
Mr. Bange explained staff would like the Committee to support its recommendation for the
construction of a concrete box culvert, which would lead to a lower life cycle cost and ease of entry for
maintenance.
There was discussion among Committee members and staff regarding Kauffman Enterprise
past work performance.

Councilman Costales moved and Councilman Prather seconded to refer the contract for the
concrete box culvert to the City Council with recommendation to approve, with a note of concern that
the contractors work will be evaluated, motion carried.
2. Water Quality Code Update (David Bange)
Mr. Bange explained in the coming months meetings will be held with the engineering and
development communities to discuss the ramifications of the water quality standards that have been
set forth in the consent agreement with the Environmental Protection Agency.
There was discussion among Committee members and staff regarding the standards, the
consent agreement, penalties and proposed adoption by ordinance a portion of the MARC stormwater
quality manual.
3. Sink Hole Report (Don Fontana)
Mr. Fontana explained gave a presentation showing various sink holes throughout the City.
There was discussion among Committee members and staff regarding funding and manpower.
4. Airport Leases (Britt Smith)
Mr. Smith explained the City owns the property at the Airport and rents the ground to tenants
for hangars.
There was discussion among Committee members, staff and Councilman Mihalevich
regarding the changes, including the city administrator execution of leases and the yearly rate
increase.
Councilwoman Ward moved and Councilman Henry seconded to refer the amendment to the
City Council with recommendation to approve, motion carried.
5. Street Resurfacing Update (Britt Smith)
Mr. Smith explained changes made to the street resurfacing list since discussion at the
previous Committee meeting.
There was discussion among Committee members and staff regarding diamond grinding and
milling and overlay.
Councilman Henry moved and Councilwoman Ward seconded to approve the street
resurfacing list per staff recommendation, motion carried.
6. Transit Facebook Page (Mark Mehmert)
Mr. Mehmert gave the Committee an overview of the Transit Facebook page for marketing and
outreach of Transit.
7. Correspondence from Airport Advisory Committee
Chairman Scrivner referred Committee members to the correspondence from the Airport
Advisory Committee requesting funds pledged to subsidize the Columbia Regional Airport be utilized

to the benefit of the Jefferson City airport since the subsidy to Columbia was no longer needed for that
purpose.
Committee members referred the request to the Finance Committee.

Issues
The JeffTran "Ride the Bus" will be April 30th from 11 :30am to 1:OOpm.
The Transit Advisory Committee meeting is scheduled for May 12th at 1:30pm.
Councilwoman Ward explained the old Bassman house stones located at the Airport will be
used in Munichburg for landscaping on Dunklin Street.

Proposed Code Changes to Meet MS4 Consent Agreement Requirements
I
City staff have made changes to the stormwater code with the intent to meet the requirements set forth
in the EPA consent agreement. The changes to the code can be seen in the attached document. A
summary of the changes are as follows:
1. New Definitions
a. APWA MARC manual
b. Water Quality Storm
c. Water Quality Volume
2 . Establishes the method of calculating the water quality volume
3 . Removes the exemption for natural stream protection from plats dated prior to April 1, 2007
4. Post Construct ion Water Quality
a. BMPs are to be used to the maximum extent practicab le
b. The decision of the BMP is left to the designer w ith residence times in detent ion basins
set at 6 to 72 hours
c. A written maintenance plan for BMPs is required for pla n approval
d . Private BMPs must be maintained by the property owner

Section 31-120 Definitions.
AWPA MARC: The American Public Works Association I Mid-America Regional Council Manual for Best
Management Practices for Stormwater Quality. as amended from time to time by MARC and including all
additions and exceptions kept on file by the City.
Water Quality Storm. The first 1.37 inches of rainfall in a 24-hour period.
Water Quality Volume. The volume of runoff created by the water quality storm as calculated using the
hydrology methods stated in the APW A MARC manual section 6.2 shortcut method and section 6.4 rational
method.
Section 31-200 General Requirements.
A. Design Criteria
I. Storm Drainage Systems and Facilities: The design procedures stipulated in the KC-APW A
5600 shall be followed insofar as it is applicable. Written justification for all deviations must be
prepared and submitted in accordance with the variance procedures set forth in this chapter.
2. 2. Erosion and Sediment Control: The design procedures stipulated in the latest edition of the
KC-APW A 5100 shall be followed insofar as it is applicable. Written justification for all
deviations must be prepared and submitted in accordance with the variance procedures set forth
in this chapter.
3. Post Construction Stormwater Quality: The hydrology methods outlines in the latest
edition of the APW A MARC manual shall be followed in the calculation of water quality
volume.
B. Standard Drawings: The City of Jefferson Standard Details, as amended from time to time, as well as the Kansas
City Metro Chapter ofthe American Public Works Association, Division 5300, Standard Drawings (KC-APWA
5300) shall be referenced as necessary for design and construction. When the two documents conflict, the City of
Jefferson Standard Details shall rule.
C. Plan Requirements: Plans shall include all drawings, narratives and computations as outlined in KC-APW A 5100
and 5600.
D. Drainage onto sidewalks. Tributary areas where sidewalks exist or are proposed, and which drain across a public
sidewalk. must not exceed three thousand (3,000) square feet of impervious area, including roofs discharging upon
paved areas, or nine thousand (9,000) square feet of sodded areas, or in proportional amounts for a combination of
such areas. Paved, roofed or other impervious areas exceeding three thousand (3,000) square feet shall be provided
with drains for discharge into storm conduits, channels, or street gutters.
E. Downspouts. Downspouts shall not be discharged directly onto sidewalks or entrance ways. When downspouts
are connected to the gutterline of the street or the public drainage system, they shall be connected by a method
approved by the Director. Downspouts shall not discharge within the building setback unless there is a drainage
swale established to carry the water to the front or rear of the property or closest natural drainage course.
Downspouts may also discharge within the building setback if discharging into a rain garden, rain barrel or other
stormwater management practice.
F. Flow toward streets. Any concentration ofsurface flow in excess of two (2) cubic feet per second (cfs) for the ten-
year frequency rain shall be intercepted before reaching the street right-of-way and shall be carried by an enclosed
storm drain to connect with a drainage structure at the low point in the street right-of-way or to discharge to a
watercourse.
G. Parking lots and garages. Adequate provisions shall be made for the disposal of storm water from parking lots and
garages. Plans shall be submitted for approval to the Director to ensure measures are taken to limit the flow of water
onto adjoining property or adjacent sidewalks or streets in a quantity that would be detrimental to or inconvenient to
persons using the streets or sidewalks.
H. Natural Stream Protection 0& De>JelepmeRts Pl~eli after Aprill. 2QQ7.
I. Natural streams containing an ordinary high water mark with a drainage area of 50 acres or greater shall be
buffered by a natural stream protection buffer consisting of a twenty-five (25) foot riparian zone plus a
thirty-five (35) foot building setback.
2. If a channel enclosure or relocation of such a drainageway is permitted by the City the riparian zone shall
not be required and building setbacks will revert to those dictated by zoning.
3. Riparian zones shall remain undisturbed to the maximum extent practicable. This zone prohibits any land
disturbance. clearing. grubbing. or any other construction activities except as necessary for utility
construction. greenways and road access. Naturally occurring vegetation within the riparian zone shall not
be removed. diminished. inhibited. mowed or substantially altered from its natural state or growth. Such
construction shall minimize disturbance of the stream and riparian zone.
4. Adjustments in widths of the riparian zone or adjacent building setback may be made when approved by
the Director when local conditions justifY deviation from the standard widths.
5. Wherever the designated riparian zone must be disturbed. mitigation measures shall be taken to re-establish
vegetative filtration and stream stabilization to the maximum extent practicable.
I. Post Construction Water Quality
1. The water quality volume shall be managed using Best Management Practices CBMPsl to the
maximum extent practicable CMEP).
2. All industrv standard water quality treatment options are available to the designer and will be
evaluated during plan review. If extended detention time is proposed as a BMP the minimum
residence time shall be six hours and the maximum residence time shall be 72 hours.
3. For plan approval, a post construction water quality plan must be developed and must include a
written operation and maintenance document for all BMPs.
4. Private post construction water quality BMPs shall be maintained by the owner in accordance with
the approved operation and maintenance document.

Subject: Proposed JEFFTRAN Fare Increase
City staff recommends a fare increase and requests the Public Works Committee
approve the proposal and forward to the full Council for consideration.
At their May 12 meeting, the Transit Advisory Committee (TAC) recommended approval
of the proposed fare increase and consideration to incorporate a one -day pass for
riders.

o June 1: Council bill introduction
o June 15: Public hearing and potential council action
This year's (FY15) adopted budget proposes a regular fare increase on the fixed route
service from $1.00 to $1.50. This proposal includes a shift in other fares as well. For
example, a Handi-Wheels fare would increase from $2.00 to $3.00 and the reduced fare
on fixed route service would rise from 50 cents to 75 cents.
In order to put the proposed fare increase in context, some background information may
be helpful.
In 2005, the City of Jefferson retained transportation consulting firm TranSystems to
develop recommendations for the future of transit within Jefferson City. A
comprehensive analysis of the transit system was conducted, and recommendations for
improvements and associated costs were developed.
TranSystems outlined three potential funding (low, medium and high) scenarios
accompanied by corresponding service levels. TranSystems estimated in order to
maintain its current level of service in 2006, JEFFTRAN's operating costs would
increase approximately 4.5% annually.
JEFFTRAN's actual operating costs experienced an increase of an annualized rate of
just under 3.2%, which is a rate nearly 29% less than forecast. Even with this lower -
than -forecast growth in operational costs, JEFFTRAN has made significant
improvements to the transit system. Some of these improvements were recommended
in the 2006 TranSystems plan.

o New bus shelters
• Integration with other transportation modes
o Bicycle racks on buses
o Sidewalk improvements (example: Missouri Blvd)
• Technology enhancement
o Bus locator applications (desktop and cell phone)
• New revenue sources
o On -bus advertising revenue
• Procurement of neighborhood -friendly buses
Despite these improvements, fares have not increased since 2007.
As JEFFTRAN's expenses have grown, revenue has lagged. For example, total
budgeted operating revenue in 2009 was $484,800. In 2015, budgeted operating
revenue of $271,786 is forecast. Much (but not all) of the revenue decrease is due to
the loss of funding for shuttles of state employees.
As operating revenue has declined, transfers from the city's General Fund have
increased. In 2009, the transfer from the General Fund was $535,966. In 2015, the
transfer from the General Fund is budgeted at $1,095,200.
JEFFTRAN's regular fare on the fixed route system is currently $1.00. Transfers are
free to JEFFTRAN riders; however, that is not the case in all other small urban settings.
Last year, JEFFTRAN riders were issued nearly 100,000 transfers.

As the table indicates, JEFFTRAN's regular fare is lower than all other Missouri -based
small urban cities, except for St. Joseph and Joplin. Both St. Joseph and Joplin operate
variations of "route deviation" systems rather than a fixed route system and a para -
transit service.
Below are some the advantages and disadvantages of increasing JEFFTRAN's regular
fare.

Basin 5 & 6 Upgrades -Phase 2, Request for Contract Approval at the
June 1st Council Meeting
Staff is requesting that the Committee support the suspension of the rules to allow the
construction contract for the Basin 5 & 6 Relief Sewer-Phase 2 project to be first read
and approved at the Council Meeting on June 1, 2015.
The project conflicts with both Lincoln University/Parks Department Fitness Center and
the City's street overlay program. The new sewer main needs to be installed prior to
both of these projects.
Approving the contract on June 151 will provide greater opportunity to complete the work
at the Fitness Center s ite and accommodate other University activities such as football
games and the State Track Meet. The sewer will need to be installed prio r to completion
of the road overlay project on Leslie Boulevard and Rose Valley Drive.

Subject: JCPS Request for Parking Assistance for Summer School Classes
Staff recommends approval of a request from Jefferson City Public Schools to use City
Lot 15 & 16 for students attending summer school classes at Simonsen gth Grade
Center.
As we understand , JCPS will hold all high school summer school classes at the
Simonsen building. The school system has limited parking at this location. Currently,
the parking division has a parking lot located within a block of t he school (map attached)
which has low usage and would be available to accommodate the excepted demand
without adversely affecting our current customers.
Currently rent for this lot is $30 per space per month . The school system is requesting
the city waive the associated fees for t he parking .
