M. There werd present: Messrs. Grahgn„ Jr.,, Simons, Stokely and Whittaker Absent: Mr. Beatty Also present were Mr. W. H. Webb, Town Manager.; Town Clerk; and Fred Baisden, Town Attorney. Mary Wetterer, The minutes of the previous meeting,of November 2$; 1950 were read. The minutes were corrected to read that Fincher.Moter Sales applicatiode for' a-U.-Drive-lt"lieense and Taxi Permit at the Emerald Isle Hotel"were epproVed by`the'Council. 0n.motien of Mr. Whittaker, seconded by Mr. $imobe the minutes were approveeis corrected. Mr. Webb said thathehadaobteined information from'the bank ad to the government bonds to be purchased,by the Village in the amount of $5,000.00. A safety deposit box would be rented by the Village and he and the mayor would deposit same at the time of purchase.. L Mr. Graham, Jr, welcomed Mr. Harold L. Barnes„ a resident of the Village, to the council meeting. Mr. Webb read to the council a letter from Mr.. W. R. Culbreath, Legal Attache for the Dade County Delegation of the 1951 Legislature, notifying Bal Harbour of a hearing for.proposed legialation. The council decided that Bal Harbour .had nothing to take.up with the delegation at this time. A letter was also read from Mr. Frank E. Solomen, Attorney for JANUARY 29. 1951 the TOOn of.North Miami,, informing, Ba1 Harbour that the TownofNorth. Miami planned to build an incinerator in the near future and, asked` if Bal Harbour Village would care to enter into an agreement with them for the disposal of garbage .and trash. Mr. Webb said he would look into this matter furthur. The matter of the proposed Telephone Rate Increase was brought; before the council. Mr. Webb explained that the Village had receii a letter from Mr. George Frix, Secretary of a, committee formed.to. protest the tate increase, asking that Bal Harbour Village support', the Committee in their protest. Mr. Webb stated that -Mr. Harold Couch, manager of the Miami Beach Branch of the_Telephone Company, had planned to address the members of the council:that evening.and present the Telephone Company's side of the picture, but that.he.had been called out of the city. After discussion it was agreed that Bel Harbour Village would take no stand in the matter until a future date. Mr. Graham informed the council that Mrs. James N. Worcester, Jr: had assumed the chairmanship of the local "Mothers March on Polio! ' and hoped that all villagers would cooperate with her and the Vil1ge Police Department wouldbe' instructed. to blow the fire siren and' ' car siren at 9:00 o'clook;'January 31, 1951 to launch the drive: in . Bal Harbour. Mr. Simons suggested that in view'of the coming session of the Legislature perhaps Bal Harbour.should have its time'of election changed to later than the month of May. After discussion it was decided that for the present time the first Tuesday in May would- be the proper time for village elections. • , _i. The council then examined the audit for the three mogthsperiod ending December-.31, 1950.` Mr. Webb told the' council that,aithough the master meter installed at 96th Street had only been in operation for one'month it was'quite de ite that being:able to charge off. more of-the.line loss to'Bay!arbor Islands would result in a. considerable• `saving , to 'us Mr. Graham read to the council a. letter fromjile Town of Bay Harbor Islands commending the Bal Harbour Village Fire Department on their recent aid to Bay Harbor. The subject of closing off the village streets to eliminate . . sightseers and people using the Streets for short cuts was discussed. It was decided that inasmuch as Mr. Whittaker had already prepared drawings for Miami -Beach Heights, Inc. for the turn arounds at the street ends the matter would be discussed at a subsequent meeting. The matter of the election coming in May pas discussed and Mr. Baisden was instructed to work with Mr. Webb and prepare a • resolution setting forth the election procedure in detail. There being no further business before the meeting on motion of, JANUAHF 29, 1951 Mr. Simons, seconded by Mr. Whittaker Attest: FEBRUARY 27, 1951 The council of Bal Harbour Village met at the Administration Building, Tuesday, February::27, 1951 at 8:00 orclock,P. M. Present: Messrs. Beatty, Graham, Jr. and Whittaker Absent: Messrs.: Simons and Stokely The minutes of the previous meeting of January 29, 1951 were read. On motion of Mr. Whittaker,seconded by Mr. Beatty; the minutes were approved. Mr. Webb read to the council a letter from Mr. George Frix, Secretary of the Committee formed to protest the propsed telephone rate increase, requesting that Bal Harbour Village contribute the sum of $20.00.as our share of4the expenses incurred.. After dis- cussion it was moved by Mr. Beatty, seconded by Mr.. Whittaker, that Mr. Webb would contact Mr. Frix explaining the position of Bal Har- bour Village as decided at the previous council meeting.' Mr. Webb discussed with the council a proposed ordinance covering specifications for roof construction and setting up an inspection system for this work presented to all the towns by the Greater Miami Association of Roofing Contractors. After consideration it was decided that inasmuch as the City of Miami Beach had not seen fit to adopt this ordinance we, would take no action at this time. Mr. Graham asked if the details of the coming election had been worked out. Mr. Webb and Mr. Baisden informed him that they were still working on them, but that the registration books would close one week,before the election and all petitions for candidates would have to be in thirty days before election. Mr. Webb was asked if anything had been done about contacting the Town of North Miami regarding our garbage and trash disposal at their new proposed incinerator. Mr. Webb said that he had
