HomeMy Public PortalAbout5/14/1991GREENCASTLE COMMON COUNCIL Regular Session May 14, 1991 The Greencastle Common Council met in regular session on Tuesday, May 14, 1991 at 7:30 P.M. in City Hall. On call of the roll the following members were shown to be present: Councilor Sheri Roach, Councilor Tim Conway, Councilor Sue Murray, Councilor Robert Sed lack, Councilor Mike Rokicki. City attorney Larry Wilson and city engineer Ron Smith were also present. Public Petitions and Comments: Dr. James Rudolph was present to express a concern about the obscenities used by members of the Delta Tau Della fraternity in front of his young daughter. Mr. Wilson indicated that the fraternity and the university are responsible for that control and Dr. Rudolph continued that he was dissatisfied with the results from DePauw. Mrs. Bonnie West was present to discuss the street closings for the Heritage Preservation Fair. It was determined that Police Chief Jack Hanlon, Street Commissioner Jim Wright and Mrs. West would speak to the area merchants and make the decision on the closing of Franklin. Approval of Minutes: The minutes of April 25 special session were distributed to Council. Councilor Sedlack moved to approve the minutes as distributed. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Approval of Treasurer's Report: The March, 1991 treasurer's report was distributed to Council. Councilor Rokicki moved to approve the treasurer's report as distributed. This motion was seconded by Council Murray and was carried by an aye unanimous vote. The April, 1991 treasurer's report was distributed to Council for approval at the next meeting. Department Reports: In addition to monthly statistical reports the following comments were presented by department supervisors. Police Chief Jack Hanlon reported higher incidence of complaints and arrests. Mike Kern of GTE was present to answer questions concerning E911. Councilor Roach asked about transferring calls. Mr. Kern slated that calls can be transferred without putting the caller on hold. Fire Chief Bob Elmore noted that he will be setting up drills with Systec to be better prepared for hazardous material situations, He continued that the department will be working with DePauw University on the maximum capacities of their buildings. Water superintendent Leon Phillips noted that he and Ron Smith are preparing request for proposals for the labor portion of the water line project on the greater eastside. • CC 5/14/91 Page 2 i Department Reports continued: Sewage superintendent Charlene Nichols reported that notice to proceed on the Fillmore Road sewer extension project was given on May 13, 1991. Street commissioner Jim Wright reported that Limedale Ditching would soon begin work on the North College Street Realignment Project. He continued that sidewalks and curbs on Linwood Avenue would be done in conjunction with storm drainage work. Building commissioner Bill Lawrence reported 18 permits issued in the previous month. He also noted that he would like to consider raising the maximum value of home improvement without a permit to $500.00 to address the increased costs of materials on small projects. City engineer Ron Smith reported that the following projects would be under construction: 10th Street widening, Wal -Mart lift station and force main, McClure Oil sewer extension, Greater Eastside sewer separation project. City attorney Larry Wilson reported that the jury trial for Employees, Inc. concerning southern highway land acquisition has been completed. He also noted that consideration of the ordinance on rank weeds and vegetation is postponed until further review of new state legislation. Mr. Wilson distributed information from Umbaugh & Associates on the pool project and noted that lie is working on specs for the trash and recycling contracts. Reverend Ned Stcelcof Gobin Memorial United Methodist Church with a request to change the parking ordinance to allow for angled parking on Spring Street from Seminary to Simpson. The intent is to widen Spring Street onto Gobin property to provide 16 angled private parking spaces and maintain the 21 public spaces now available by also angling the parking on the west side. Mr. Wilson is to prepare the ordinance amendment for the next meeting. Councilor Sedlack also noted that a request for handicap parking had been received from Asbury Towers. Mr. Wilson is to research the request prior to the next meeting. Public Hearings: Ordinance 1991 -7, An Ordinance Approving the Vacation of a Public Right -of- Way Located in the City of Greencastle, Putnam County, Indiana, was presented for second reading. No public comments were received. Councilor Rokicki moved to approve Ordinance 1991 -7 as presented. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1991 -7 to have been passed and adopted this date. Resolution 1991 -8, A Resolution Confirming a Resolution Declaring an Economic Revitalization Area Passed by the Common Council of the City of Greencastle, Indiana on the 12th Day of March, 1991, was presented to Council. No public comments were received. Councilor Murray moved to approve Resolution 1991 -8 as presented. This • motion was seconded by Councilor Scdlack and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1991 -8 to have been passed and resolved this date. CC 5/14/91 Page 3 Recommendations and Requests from Officers and Departments: Ordinance 1991 -8, An Ordinance Amending the Greencastle Planning and Zoning Ordinance: Chapter 831 -- Home Occupations, was presented as amended at the Plan Commission meeting of April 23, 1991, noting that section 831 -15 was eliminated. Councilor Murray moved to approve Ordinance 1991 -8 as amended. This motion was seconded by Councilor Roach and was carried by an aye unanimous vole. Mayor Harmless declared Ordinance 1991 -8 to have been passed and adopted this date. Resolution 1991 -9, A Resolution to the City Council of the City of Greencastle, Indiana, Authorizing the Submittal of the CFF Application to the Indiana Department of Commerce and Addressing Related Matters, was presented and read. Cindy McCammack of Main Street Greencastle was present to answer questions about the project and grant application. Councilor Roach moved to approve Resolution 1991 -9 as presented. This motion was seconded by Councilor Rokicki. Councilor Conway abstained from the vote and the motion was carried 4 -0. Mayor Harmless declared Resolution 1991 -9 to have been passed and resolved this date. Resolution 1991 -10, A Resolution Recognizing National Police Officers Week and Police Memorial Day, was presented to Council and read in its entirety. Councilor Rokicki moved to approve Resolution 1991 -10 as presented. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1991 -10 to have been passed and resolved this date. Council Reports and Comments: • Councilor Rokicki thanked Bill Lawrence, Sue Murray and Jim Wright for their efforts in the clean up of a certain property in the city. Mayor Harmless noted that street lights have been requested in the Wood subdivision. Mr. Wilson noted that elected officials cannot carry or sign the swimming pool bond issue petition. With no further business Councilor Sedlack moved for adjournment.
