G 1 (Subject to Approval) City of Tiffin Planning and Zoning Commission Wednesday February 3, 2010 Tiffin Fire Department Meeting Room The Chairperson Steve Berner called the Planning and Zoning Commission meeting to order at .6:30p'm. The results of the roll call of Commission members present were 'Steve Berner, Melvin Reeve, Jim Schmidt and Stephanie Surine. Absent were Shawna Colvin. Also present at the Planning and Zoning Commission meeting were City Council-person Jim Bartels and the City Clerk Ruth Demuth. A motion was made by Steve Berner and seconded by Melvin Reeve for approval of the Agenda as printed and the January 6, 2010 minutes with the addition of the words,to`be included in the recommendation for the Little Clippers Child Development Center easement request; " the easement request would be void if property is no longer a Day Care Facility." Old Business: Design Plans for the Ireland Avenue Extension and the Roberts Ferry Rd Improvements Phase Two were reviewed and discussed. Public Hearing scheduled for February 9, 2010 at Springmier Library located in the Middle School for public comments on design plans. Concrete washout stations were discussed and Commission expressed a need for'city to enforce the stations in the developments. Commission member suggested that washout stations be installed on every building site in city. It was reported to members that the City Council.did approve the easement agreement with Little Clippers Child Development Center for the play area at the January 13, 2010 City Council meeting. New Business: Conceptual drawings were presented to Commission members on the water main extension- under 1-80 south to the Industrial Park and future development. It was reported that the city is trying to obtain-an SRF loan and 1-Jobs grant to finance project. It was reported to Commission members that the City Council would formally approve at the February 10, 2010 City Council meeting, lower speed limits on Jasper Avenue with the installation of manual stop signs at the railroad crossing and'the installation of No Parking signs along Jasper Avenue. The lower speed limit of 35 mph would begin at Hwy 6 and go south to approximately 300 feet south of the property line of the LMR Development/ Bella Sala Event Facility and the speed limit would begin at 45 mph until the intersection of Jasper Avenue and 340th St. Commission members were informed of the City Council's plans to start planning for a Recreational/Municipal Building in the City. The favored location to begin building is at the western area of City Park /Ball Field area. A draft copy of Mayor Phillip's Five Year Plan was presented to Commission members and were 'asked to review and forward ideas to develop plan..
