HomeMy Public PortalAbout2015-05-041 REGULAR COUNCIL MEETING, MAY 4, 2015 CALL TO ORDER The Regular Council Meeting of May 4, 2015, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Costales Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Absent: *Graham (arrived at 6:14 P.M.) A quorum was declared present. Mayor Tergin announced events which had occurred in the City since the last Council meeting, and noted the ones in which she was able to participate in some way. She thanked everyone involved in bringing, or sponsoring, those events which make the City a better place for the City’s residents and visitors alike. MISCELLANEOUS AGENDA ITEMS Mayor Tergin announced that the 2015 winners of the South School Essa y Contest were present tonight with teacher Ms. Gwen Thompson. Mayor Tergin invited the two students to present opening comments about the contest and then to take a seat at the Mayor’s desk and read their respective essays. Ms. Lydia Craig and Ms. Jerica Austin made a joint presentation thanking former Councilman Rich Koon for sponsoring the event and Council Members Mihalevich, Graham, and Ward, for inviting the students to attend tonight’s meeting and participating in the contest. Ms. Lydia Craig, First Place Winner, then read her essay from the Mayor’s desk and accepted a City Coin from Mayor Tergin. Ms. Jerica Austin, Second Place Winner, read her essay and also accepted a City Coin from Mayor Tergin. 2 REGULAR COUNCIL MEETING, MAY 4, 2015 Mayor Tergin read and presented a Proclamation proclaiming “May is National Bike Month and May 11-15 is Bike to Work Week.” Following the reading of the proclamation, a staff presentation was made by Sonny Sanders, Senior Transportation Planner, who then accepted the proclamation from Mayor Tergin. *Councilman Graham arrived at 6:14 P.M. during the presentation by Mr. Sanders. Mayor Tergin read and presented a Proclamation proclaiming “May is Building Safety Month - Week One: Don’t Get Burned, Build to Code.” After the proclamation was read, a joint staff presentation was made by Larry Burkhardt, Building Official, and Public Fire Education Officer Jason Turner regarding the importance of building and fire codes in the City. They then accepted the proclamation from Mayor Tergin. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations made at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Councilman Bob Scrivner, liaison to the Salute to America Foundation, presented an update on preparations for the Salute to America 4th of July event in the City. Mayor Tergin thanked him for the presentation, and stated he would be giving a report at the next three Council meetings preceding that event. Public Works Director Matt Morasch announced that the City had received the following invitation from MoDOT, and the City wished to relay the invitation to the public: “The Missouri Department of Transportation will hold a public meeting on Tuesday, May 12, 2015, to discuss ADA improvements to deficient sidewalks in various ar eas a long Business Route 50 (Missouri Boulevard) in Jefferson City. The meeting will be held from 4 p.m. to 6 p.m. in the Muri Conference Room at the MoDOT Central District Office, 1511 Missouri Boulevard in Jefferson City. The public is invited to attend the briefing any time during those hours to ask questions of MoDOT staff and provide comments. Displays, handout materials and comment forms from the briefing will also be available at www.modot.org/central. If you would like more information about the proposed improvements or the public meeting, please contact MoDOT at (573) 751-7688 or toll-free at 888-ASK MoDOT (888-275-6636).” 4 REGULAR COUNCIL MEETING, MAY 4, 2015 Mayor Tergin announced some events in which she has participated and meetings she has attended on behalf of the City since being elected Mayor. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Mr. Alan Mudd made a presentation in favor of Resolution RS2015-5 and urged the Council to adopt the resolution. He stated he is a member of both the Old Munichburg Association as well as the Old Town Corporation, and allowing Old Munichburg to utilize stones from the demolished Bassman House would keep a part of the City’s history in the Old Town district. CONSENT AGENDA The following items were brought before the Council for approval by Consent: (a) Minutes of City Council Meetings: April 20 and April 27, 2015 A motion was made by Councilman Graham, seconded by Councilman Branch, to approve the Consent Agenda as presented. The motion was approved with Councilman Costales abstaining on the April 27, 2015, City Council Minutes due to his absence from that meeting. He urged the Council to increase that funding in the upcoming Sales Tax G in order to keep up with the amount of streets in the City needing maintenance. Ms. Vicky Schildmeyer thanked the Council Members, Fire Department, City staff, and other local organizations and entities who participated in the “Ride the Bus Day” held on April 30. Mr. Wayne Lee also thanked the City for its involvement in the “Ride the Bus Day” event and also commended Ms. Schildmeyer for her work to make the event a success. Ms. Erin Wiseman made a presentation regarding the need for sidewalks in the area of Boonville Road and neighboring streets where children have to walk in the streets. She asked that the City set aside some funding in Sales Tax G for the sidewalks. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY 8 REGULAR COUNCIL MEETING, MAY 4, 2015 Mayor Tergin asked Planning and Protective Services Director Janice McMillan to contact Ms. Wiseman to share with her information about the City’s “sidewalk master plan. Following questions asked by Council Members regarding the sidewalk master plan, Councilman Mihalevich asked Ms. McMillan to also email that list to the Council for their information. NEW BUSINESS Mayor Tergin announced that a City Council Work Session would be held at 5:30 P.M. on Monday, May 11, to meet City Charter Commissioners and hear an overview of the City Charter, as well as discuss the draft solid waste request for proposals (RFP). City Administrator Crowell stated that the draft RFP will be sent to the Council ahead of time to allow them time to preview it. UNFINISHED BUSINESS No unfinished business was brought forward. ADJOURNMENT A motion to adjourn was made by Councilman Mihalevich, seconded by Councilman Graham, and approved unanimously at 7:11 P.M.
