BOARD ABSENT: C.LARSON. OTHERS PRESENT: B.MURPHY, VILLAGE ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; J.PROULX, PLANNING DIRECTOR; L.SPIRES, BUILDING OFFICIAL; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER,ROLL CALL,PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, Trustee Larson was absent, all other Trustees were present. Mayor Collins led the Pledge of Allegiance. There were approximately 17 persons in the audience. PRESIDENTIAL COMMENTS Trustee Wojowski moved to appoint Patricia Kalkanis to the vacant Village Trustee position with the term expiring on April 30, 2021. Second by Trustee Bonuchi. Vote by roll call. Benton, yes; Bonuchi, yes; Calkins, yes; Larson, absent; Wojowski, yes. 4 yes, 0 no, 1 absent. Motion carried. Judge Dan Rippy administered the Oath of Office. TRUSTEES COMMENTS Trustee Kalkanis thanked the Mayor and the Board of Trustees for the opportunity. Trustee Wojowski asked to look at the timing of the traffic signal at Route 30 & Route 59. Trustee Bonuchi welcomed Trustee Kalkanis. PUBLIC COMMENTS (3-5 minutes) None. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Bonuchi moved to approve the Agenda. Second by Trustee Wojowski. Motion carried. 2) CONSENT AGENDA Trustee Bonuchi moved to approve the Consent Agenda to include: a) Approval of the Minutes of the Board Meeting held on December 2, 2019. b) Bills Paid and Bills Payable Reports for December 16, 2019. c) Cash& Investment, Revenue, and Expenditure Reports for November, 2019. Main St., subject to the stipulations noted in the staff report. Second by Trustee Wojowski. Vote by roll call. PORTAGE LANE FENCE VARIANCE (CASE NUMBER 1856-101119.V) Trustee Wojowski moved to adopt Ordinance No. 3441, granting approval of a corner side yard fence encroachment of up to 18 feet for the property commonly known as 15731 S. Portage Lane, subject to the stipulations noted in the staff report. Second by Trustee Bonuchi. Vote by roll call. ROUTE 59 DUNKIN' (CASE NUMBER 1857-101619.AA/REZ/SU/SPR) Trustee Bonuchi moved to open a Public Hearing regarding an annexation agreement for the property on the east side of Route 59 north of Renwick Road commonly known as 15719 S. Route 59 (PIN 06- 03-15-301-011-0000). Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried. Trustee Bonuchi moved to adopt the findings of fact of the Plan Commission as the findings of fact of the Board of Trustees and, furthermore, to direct the Village Attorney to prepare the necessary ordinances for approval of the proposed annexation agreement, annexation, map amendment(re- zoning) from R-1 to B-3, and for a special use to permit a drive-through operation for the property commonly known as 15719 S. Route 59, subject to the stipulations noted in the staff report. Second by Trustee Wojowski. Vote by roll call. Motion carried. 6) 2019 TAX LEVY PUBLIC HEARING Trustee Wojowski moved to open a Public Hearing on the 2019 tax levy. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed. Motion carried. Trustee Bonuchi moved to adopt Ordinance No. 3442, for the levying and collecting of taxes for the Village of Plainfield, Will and Kendall Counties, Illinois for the fiscal year commencing on the first day of May, 2019. PUBLIC WORKS REPORT Trustee Benton moved to authorize the Village President to sign the Inter-Governmental Agreement between the State of Illinois, Department of Commerce and Economic Opportunity, and the Village of Plainfield for the Lockport Street Sidewalk Connection. POLICE CHIEF'S REPORT Trustee Bonuchi moved to adopt Ordinance No. 3443, amending Chapter 6, Article 1, Sections 6-20 and 6-21 regulating the possession of cannabis. Second by Trustee Benton. Mr. Jon Proulx stated that the applicant is proposing to annex the existing parcel at 15719 S. Route 59 and redevelop the residential property into a Dunkin quick-service restaurant with a drive-thru. The request involves annexation by annexation agreement, rezoning, approval of a special use for the drive-thru operation, and site plan review approval. There were no public comments. Trustee Bonuchi moved to close the Public Hearing and return to the regular business meeting. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried. Mrs. Traci Pleckham stated that the 2019 Tax Levy Ordinance reflects a total property tax request of $6,880,000, however, the actual amount the Village will received is anticipated to be less. The Village is maintaining the 2016 tax levy rate of.4669. The Village's portion of the 2018 tax levy was 5.39% or for every dollar paid in property taxes by Village residents, 5.39 cents is paid to the Village. There were no public comments. Trustee Bonuchi moved to close the Public Hearing and return to the regular business meeting. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried.
