Tiffin Fire Department Meeting Room
The Chairperson Steve Berner called the Planning and Zoning Commission meeting to order at 6:35 pm.
The results of the roll call of Commission members present were Steve Berner, Shawna Colvin, and Stephanie
Surine. Absent were Melvin Reeve and Jim Schmidt.
Also present at the Planning and Zoning Commission meeting were Mayor Royce Phillips, City Council persons
Jim Bartels, Travis Weipert, Building Official Ed Johnson and the City Clerk Ruth Demuth:
A motion was made by Stephanie Surine and seconded by Shawna Colvin for approval of the Agenda as printed.
A motion was made by Stephanie Surine and seconded by Shawna Colvin to,approve the minutes of the April 7,
2010 meeting.
New Business:
Kent Ralston with JCCOG gave a visual presentation on the Long Range Transportation Plans for Johnson
County. Mr. Ralston answered questions regarding Tiffin's Land Use Comprehensive Plan in conjunction with the
Johnson County Plans. Question was asked on the updated trails maps and Mr Ralston reported that the updated
map would include the new Tiffin trails. Ralston encouraged Tiffin to continue to apply for additional trial grants.
. Mayor Phillips explained to Commission members the TIF Amendment that is being presented and that copies
were included in P&Z packets. Phillips reminded P&Z Commission members of developers agreement made by
City Council with LMR Development to allow a two year TIF Rebate in exchange for the 12 plus acres of
timberland to be deeded over to the City of Tiffin Trails System. Phillips explained that the City of Tiffin would
request an amendment to the current Urban Renewal Map to include the Bigelow Subdivision Lot'Five.
Commission members did not voice any objections to the request.
Old Business:
Brian Crawford was present representing McClure Engineering and Mike Roberts was present representing Mike.
Roberts Construction in regards to the Woodfield Ridge PAD re-zoning request to amend the current Woodfield
Ridge PAD. Crawford presented his list of non-conforming reasons to justify the PAD zoning. Discussion held
W'ith Commission members and Woodfield Ridge on the Outlot One Lot Five PAD request. Attorney and Building
Official comments were reviewed. Motion made by Shawna Colvin and seconded by Steve Berner to recommend
the Outlot One Lot Five re-zoning request located north'of Oakdale Blvd. to add to the current Woodfield Ridge
PAD located south of Oakdale Blvd, with the additional recommendation to City Council to amend the PAD Zoning
to not allow future PAD districts to be established on two sides of a street. All Ayes of three Commission members
present.
Tom Scheetz and sons, representing the 316 College St. property and The Depot Tiffin, in regards to the re-zoning
request of 316 College St from residential to commercial zoning. Engineer and Attorney comments were
reviewed. Scheetz,presented a conceptual drawing of his future plans to rebuild The Depot and re-configure
building and fuel pumps on the two conjoining lots. Building Official Ed Johnson suggested that both lots be re-
zoned to C2-B to allow fuel station on lots and meet space requirements for commercial use. Traffic flow and set
back questions were discussed. Question was also raised regarding the joint access driveway off Marengo Rd /
Hwy 6 per the request of the IDOT with the Jon's Ice Cream Store. Motion made by Steve Berner to recommend
that City Council approve there=zone of both lots of the current The Depot and the residential property at 316
College St to C2-B Commercial District. A conditional recommendation was made, if City Attorney approves, to
allow the 316 College St to be returned to Residential District if owner does not use for the expansion,of the
current The Depot. All Ayes of three Commission members present.
Mayor Phillips explained to Commission the status of the North Liberty Annexation Moratorium passed by the City
of North Liberty and the City of Tiffin with an amendment to the boundary map made by the City of Tiffin to change.
the boundary,to include two approximately forty acres sections in the North Liberty boundary. North Liberty City
Council will need to approve amendment at their May 2010 City Council meeting.
Mayor Phillips updated the Commission on the status`of the Parks REAP issue to resolve any possible conflict in
the use of Park Land. He explained that the recent and future designated acquisition of additional Park Land will
possibly resolve the DNR concerns of Park Land Use. A conceptual map of future Park Land uses was discussed.
It was reported that the last section of land was being acquired to allow the City Council to approve a final design
for the Trail Phase Four to be forwarded to the IDOT for letting.
Motion made by Shawna Colvin and seconded by Stephanie Surine for adjournment at 7:55 pm.
