APPROVING SPECIAL EXCEPTION APPLICATION #SE-98-07 MT.
ZION UNITED METHODIST CHURCH
WHEREAS, Mt. Zion United Methodist Church has requested special exception approval to
expand the existing church facility at 12 North Street NE.; and
WHEREAS, on July 16, 1998, the Planning Commission recommended to Courtcil approval,
with conditions, of Special Exception Application #SE-98-07 Mt. Zion United Methodist Church; and
WHEREAS, on July 28, 1998, the Town Council held a public hearing on this', application;
and
WHEREAS, this request is in the interest of the public health, safety, and general welfare of
the community.
THEREFORE, ORDAINED by the Town Council of Leesburg in Virginia as follows:
SECTION I. Special Exception Application #SE-98-07 Mt. Zion United Methodist Church
expansion is hereby approved subject to the following conditions:
1. Development of the property is subject to Board of Architectural Review review and
approval.
2. Prior to issuance of a zoning permit, a boundary line vacation plat shall be submitted
for signature and recordation to locate the structure on a single lot in cornpliance with
the zoning ordinance.
SECTION II.' Special exception approval does not express or imply any waiver or
modification to any requirements of the Design and Construction Standards Manual, Subdivision and
Land Development Regulations, or Zoning Ordinance except as specifically cited herein.

Request for Modification to Parking Requirements
For the Mt. Zion United Methodist Church (SE-98-07)
Dear Mr. Abola:
I have reviewed your request to reduce the parking requirements for the expansion of the Mt.
Zion United Methodist Church. Please be advised that, as per Section 8A-5.(2)C.:3 of the
Leesburg Zoning Ordinance a modification to Section 8A-8.(2)b. is hereby granted for the
following reasons:
1. The church is unique in that it is an historical structure dating as far back as 1867.
The church has identified the Semones parking lot and other parking areas in the
complex for use by the church. Although Loudoun County couldn't commit these
spaces in perpetuity, ample parking space is available in the immediate area.
Section 8A-5.(2)c.3. was specifically adopted by Council for unique circumstances
such as these.
In summary and to further clarify, the addition to the church (an added 98 seats) requires 25
parking spaces. The above modification reduces this requirement to 0.

Mt. Zion United Methodist Church Addition - Rear Yard Setback Reduction

Dear Mr. Abola:
This letter serves as your official notification that your request dated June 15, 1998, for a reduction in the rear yard
setback from 20 feet to I foot to accommodate aa addition to Mt. Zion Church at 12 North Street is hereby granted.
This reduction is granted in accordance with the authority vested in the Zoning Administrator and the Board of
Architectural Review (B.A.R.) per Zoning Ordinance Section 7A-5(4) Reduction of Front Yard Requirement in
Historic District
Section 7A-5(4) states in part: "In circumstances where there will not be an adverse impact to adjoining properties,
an existing principal structure may be expanded along an established non-conforming perimeter yard setback" In
this case, based on plats supplied by the applicant (see attached) and actual site visits, we have determined that the
existing church is a principal structure with a ~r wall setback less titan one foot from the ~ar property line. This
is an existing non-conforming rear yard setback that does not meet the 20 foot rear yard setback required in the Ro
HD District. Applicant wishes to expand the existing structure one foot from this rear property line. We find that
this non-conforming setback continuation is compatible with the surrounding properties and will not interfere with
the light, air, convenience of access, public improvements or public safety to a greater extent than is typical in an
urban environment.

Dear Mr. Abola:
This letter serves as your official notification of the action taken by the Leesburg Board of
Architectural Review (B.A.K) on the application, CASE BAR 98-65 for a Historic District
Permit, at the regularly scheduled meeting on July 6, 1998.
The Board of Architectural Review approved your request for a reduction in the,' rear yard setback
fi.om 20 feet to 1 foot to accommodate an addition to Mt. Zion Church at 12 North Street.
Drawings or projects may not be altered without prior approval of the Board of Architectural
Review.
It was noted at the meeting that the architectural design of the new section would return to the
board at a later time.
