Chairman Scrivner called the meeting to order at 7:30 a.m. A quorum was present at this time.
The following guests were present: Councilman Rick Mihalevich, Mayor Carrie Tergin, Vicki
Schildmeyer, and Madeleine Leroux with News Tribune.
1. Introductions
Introductions were made at this time.
2. Approval of the March 19, 2015 and April 20, 2015 Committee meeting minutes
Councilman Prather moved and Councilman Henry seconded to approve the March 19, 2015
minutes, motion carried.
Councilman Costales moved and Councilman Henry seconded to approve the April 20, 2015
minutes, motion carried.
3. New Business
1. Don Ray Drive Construction Contract (David Bange)
Mr. Bange explained staff would like the Committee to support its recommendation for the
construction of a concrete box culvert, which would lead to a lower life cycle cost and ease of entry for
maintenance.
There was discussion among Committee members and staff regarding Kauffman Enterprise
past work performance.

Councilman Costales moved and Councilman Prather seconded to refer the contract for the
concrete box culvert to the City Council with recommendation to approve, with a note of concern that
the contractors work will be evaluated, motion carried.
2. Water Quality Code Update (David Bange)
Mr. Bange explained in the coming months meetings will be held with the engineering and
development communities to discuss the ramifications of the water quality standards that have been
set forth in the consent agreement with the Environmental Protection Agency.
There was discussion among Committee members and staff regarding the standards, the
consent agreement, penalties and proposed adoption by ordinance a portion of the MARC stormwater
quality manual.
3. Sink Hole Report (Don Fontana)
Mr. Fontana explained gave a presentation showing various sink holes throughout the City.
There was discussion among Committee members and staff regarding funding and manpower.
4. Airport Leases (Britt Smith)
Mr. Smith explained the City owns the property at the Airport and rents the ground to tenants
for hangars.
There was discussion among Committee members, staff and Councilman Mihalevich
regarding the changes, including the city administrator execution of leases and the yearly rate
increase.
Councilwoman Ward moved and Councilman Henry seconded to refer the amendment to the
City Council with recommendation to approve, motion carried.
5. Street Resurfacing Update (Britt Smith)
Mr. Smith explained changes made to the street resurfacing list since discussion at the
previous Committee meeting.
There was discussion among Committee members and staff regarding diamond grinding and
milling and overlay.
Councilman Henry moved and Councilwoman Ward seconded to approve the street
resurfacing list per staff recommendation, motion carried.
6. Transit Facebook Page (Mark Mehmert)
Mr. Mehmert gave the Committee an overview of the Transit Facebook page for marketing and
outreach of Transit.
7. Correspondence from Airport Advisory Committee
Chairman Scrivner referred Committee members to the correspondence from the Airport
Advisory Committee requesting funds pledged to subsidize the Columbia Regional Airport be utilized

to the benefit of the Jefferson City airport since the subsidy to Columbia was no longer needed for that
purpose.
Committee members referred the request to the Finance Committee.
4. Other Topics
1. Planning & Protective Services Monthly Reports (Janice McMillan)
Mr. Barron referred Committee members to the reports included in the packet.
2. Water Main Leak Report (Britt Smith)
Mr. Smith explained the street cut and right-of-way report.
5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works
Issues
The JeffTran “Ride the Bus” will be April 30th from 11:30am to 1:00pm.
The Transit Advisory Committee meeting is scheduled for May 12th at 1:30pm.
Councilwoman Ward explained the old Bassman house stones located at the Airport will be
used in Munichburg for landscaping on Dunklin Street.
6. Adjourn
Councilman Costales moved and Councilman Henry seconded to adjourn the meeting at this
time (9:18 a.m.), motion carried.
