The applicant previously provided a concept plan for review at a Committee of the Whole in March of 2019 and is now seeking formal entitlement approvals. The current plan proposes 79 single-family-detached units with an average lot size of 10,140 square feet. Ballard Farm Memo & Plans REMINDERS - •January 20 Village Offices Closed •January 21 Plan Commission – 7:00 p.m. •January 27 Next Committee of the Whole Workshop – 7:00 p.m. 1 Committee of the Whole Workshop of the President and the Board of Trustees Page - 2 2 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on December 9, 2019 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee Benton, Trustee Bonuchi, Trustee Calkins, Trustee Larson, and Trustee Wojowski. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Lonnie Spires, Building Official; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police. There were approximately 2 persons in the audience. Trustee Larson moved to approve the Minutes of the Committee of the Whole Workshop held on November 25, 2019. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins commented on the H.E.A.R.T program and the letters from parents thanking him for the program. TRUSTEE COMMENTS Trustee Larson encouraged everyone to keep the holiday activities and drives in mind. PUBLIC COMMENTS No Comments. WORKSHOP 1) 2020-2021 DRAFT FISCAL YEAR BUDGET Village Staff reviewed the draft 2020-2021 fiscal year budgets for the Administration Department, Building Department, Planning Department, and Street Department. Mrs. Pleckham reviewed the budget detail for each department. Mrs. Pleckham then reviewed the General Fund revenues and expenses and revenue and expenses for miscellaneous funds including motor fuel tax, bond and interest, tort immunity, audit fund, police pension, DARE, Downtown TIF, Route 30 TIF, and alcohol enforcement. Mayor Collins read the reminders. Trustee Bonuchi moved to adjourn to Executive Session as permitted under the Open Meeting Act under Section 2 (c)(3) to discuss the selection, appointment, performance, discipline or removal of a Public Official, not to reconvene. Second by Trustee Larson. Vote by roll call. Benton, yes; Bonuchi, yes; Calkins, yes; Larson, yes; Wojowski, yes. 5 yes, 0 no. Motion carried.
