MEETING: Planning Commission Regular Meeting

Chairperson called the meeting to order at 6:33 p.m.
1. Roll Call:
2. Approval of Minutes: Minutes of October 22, 2014
Commissioner Taylor moved, and Commissioner Mather seconded the motion to
approve the minutes. Motion carried: 4-0.
3. Open Forum:
Vice-Chair Sumrall would like to have a discussion planned on "tiny homes".
Commissioner Quinn is interested in a joint meeting with the Winter Park Planning
Commission.
4. Discussion and Possible Action:
a. Election of Planning Commission Chairperson and Vice for 2015
Jean Wolter would like to remain Chairperson and Steve Sumrall as Vice Chair.
Commissioner Taylor moved, and Commissioner Mather seconded the motion to
appoint Jean Wolter Chairperson and Steve Sumrall as Vice-Chair. Motion carried: 4-0.
b. Resolution 2015-01-01 Recommending Adoption of the Amended Design Criteria
and Construction Standards Amendments.
Chapter 14 of the Fraser Town Code provides design and construction standards for
various public and private infrastructure and staff is proposing amendments. Staff
reviews the standards annually after each construction season and periodically proposes
amendments and/or updates as a result of changes to products, industry standard
practices, changing regulations, processes that may not have worked as initially

proposed, and input from the consulting, utility and development communities. Staff has
provided drafts of the proposed amendments to stakeholders in the development and
utility communities. This is a legislative process, accordingly in addition to Planning
Commission discussion, staff would encourage public comment.
Commissioner Mather moved, and Commissioner Taylor seconded the motion to
Resolution 2015-01-01 Recommending Adoption of the Amended Design Criteria and
Construction Standards Amendments. Motion carried: 4-0.

the Planning Commission.Those wishing to address the Planning Commission will be allowed a five-minute presentation.A maximum of
six (6) people will be allowed to address the Planning Commission at each Public Forum. If a topic that you wish to discuss has been
scheduled for a formal Planning Commission Meeting, we would ask that you reserve your remarks for that specific date and time.Topics
that are in litigation with the Town will not be heard during this forum. All presenters are urged to: (1) state the concern; and (2) list
possible solutions. Please keep the following guidelines in mind:
• Remarks that discriminate against anyone or adversely reflect upon the race,color,ancestry, religious creed, national origin, political
affiliation, disability, sex, or marital status of any person are out of order and may end the speaker's privilege to address the Board.
• Defamatory or abusive remarks or profanity are out of order and will not be tolerated.
Anyone attending Planning Commission meetings must sign in to ensure accurate records and minutes. Sign your name, address, and
