ORDINANCE NO.
AN ORDINANCE:
WHEREAS, Chesapeake Resources has requested
warehouse facility on Lot 9 of Cardinal Industrial Park; and
PRESENTED July 27, 1999

APPROVING SPECIAL EXCEPTION APPLICATION #SE-99-02,
CARDINAL INDUSTRIAL PARK, LOT 9, MINI-WAREHOUSE FACILITY
special exception approval for a mini-
WHEREAS, the property is located in the I-1, Industrial Research Park Zoning District; and
WHEREAS, a mini-warehouse facility is a special exception use in the I-1 zoning district; and
WHEREAS, on June 17, 1999, the Planning Commission recommended conditional
approval of this application; and
WHEREAS, on July 13, 1999, the Town Council held a public heating; and
WHEREAS, the proposed use meets the general review criteria as set forth in the Zoning
Ordinance; and
THEREFORE ORDAINED by the Town of Leesburg in Virginia as follows:
SECTION I. Special exception application #SE-99-02, Cardinal Industrial Park, Lot 9, Mini-
warehouse facility by Chesapeake Resources identified in the Loudoun County land records as Tax Map
48((3))9 as shown on the Special Exception Plan prepared by William H. Gordon & Associates, Inc.,
5, 1999 and last revised on June 18, 1999 is hereby approved subject to the following
dated May
conditions:
1.
Whenever feasible, equipment shall be located at ground level and effectively screened from the
public right-of-way. If necessary to locate equipment on the roof of any building, such equipment
shall be screened from the public right-of-way with the use of materials compatible with that of the
building. The design of the screen shall be integrated with that of the building.
Along the frontage of Trailview Boulevard, the fencing detailed in Exhibit A shall be required.
The required landscaping along the frontage of Trailview Boulevard shall be a 10' wide buffer with
one tree planted every 40'.

4. At the development plan stage, a grading plan will be required.
5. Public water, for domestic use and fire protection, and public sewer shall be extended to the site at no
cost to the town.
SECTION II. Approval of the special exception concept plan does not authorize
modifications to any requirements of the Design and Construction Standards Manual,
Subdivision and Land Development Regulations or Zoning Ordinance unless specifically set
forth in this ordinance.
SECTION III.

This ordinance shall be in effect upon its passage.
