HomeMy Public PortalAbout1999_10_12_O030The Town of Leesburg, ,__Virginia PRESENTED October 12, 1999 ORDINANCE NO. 99-0-30 ADOPTED October 12, 1999 AN ORDINANCE: AMENDING LEESBURG ZONING ORDINANCE SECTION 8A-8, NUMBER OF OFF-STREET PARKING SPACES REQUIRED BY LAND USE TO REVISE THE PARKING REQUIREMENTS FOR PUBLIC AND PRIVATE SCHOOLS WHEREAS, on June 8, 1999, Council initiated and referred Resolution 99-172 to the Planning Commission for consideration; and WHEREAS, the proposed zoning ordinance text amendment revises the parking requirements for schools and requires a minimum number of visitor parking spaces and requires that parking be provided for trailer/modular classroom expansion; and WHEREAS, on August 5, 1999, the Planning Commission held a public hearing on the proposed text amendments and forwarded to Council a recommendation to adopt Resolution 99- 172; and WHEREAS, on September 28, 1999, Council held a public hearing on these proposed amendments; and WHEREAS, the Director of Planning, Zoning and Development recommends approval of the proposed zoning ordinance text amendments; THEREFORE, ORDAINED by the Council of the Town of Leesburg, in Virginia as follows: SECTION I. The Leesburg Zoning Ordinance is hereby amended as follows: Section 8A-8 Number of Off-Street Parkin~ Spaces Required by Land Use. (2) Institutional and Community Service Uses AN ORDINANCE: ORDINANCE. -2- AMENDING SECTION 8A-8 OF THE LEESBURG ZONING School Elemental. 0.1 space per student based on maximum design capacity; plus ten (Reserved) visitor parking spaces. Should a school increase in student capacity for any reason, including installation of trailer/modular classrooms, then additional parking must be provided in accordance with this ordinance. School, High School. 0.4 space per student based on maximum design capacity; plus twenty (Reserved) visitor parking spaces. Should a school increase in student capacity for any reason, including installation of trailer/modular classrooms, then additional parking must be provided in accordance with this ordinance. School, Middle. 0.2 space per student based on maximum design capacity; plus fifteen (Reserved) visitor spaces. Should a school increase in student capacity for any reason, including installation of trailer/modular classrooms, then additional parking must be provided in accordance with this ordinance. University, College of Similar Education Institution. 0.6 space per student based on maximum design capacity; plus twenty (Reserved) visitor parking spaces. Should a school increase in student capacity for any reason, including installation of trailer/modular classrooms, then additional parking must be provided in accordance with this ordinance. SECTION II. All prior ordinances in conflict herewith are repealed. SECTION III. Severability. If any provisions of this ordinance is declared invalid by a court of competent jurisdiction, the decision shall not affect the validity of the ordinance as a whole or any remaining provisions of the Zoning Ordinance.
