PRESENTED November 9, 1999

APPROVING SPECIAL EXCEPTION APPLICATION #SE-99-08,
LEESBURG TOYOTA, CARDINAL INDL~RIAL PARK, LOT 11
WHEREAS, John E. Dunzweiler has requested special exception approval for expansion of a
vehicle sales facility; and
WHEREAS, the property is located in the B-3, Community Retail/Commercial Zoning District;
and
WHEREAS, a vehicle sales facility is a special exception use in the B-3 zoning district; and
WHEREAS, on October 7, 1999, the Planning Commission recommended conditional approval
of this application; and
WHEREAS, on October 26, 1999, the Town Council held a public heating; and
WHEREAS, the proposed use meets the general review criteria as set forth in the Zoning
Ordinance; and
WHEREAS, staff recommends approval, with the conditions set forth below.
THEREFORE ORDAINED by the Town of Leesburg in Virginia as fOllows:
SECTION I. Special exception apPlication #SE-99-08, Leesburg Toyota, Cardinal Industrial
Park, Lot 11, by John E. Dunzweiler, identified in the Loudoun County land records as Tax .Map
48((3))11 as shown on the Special Exception Plan, dated July 1999, is hereby approved subject to the
following conditions:
1. All existing gravel areas on Lot 11 shall be removed and the areas shall be reseeded.
2. The paved area proposed on Lot 11 of Cardinal Industrial Park shall be used of the storage of
vehicle sales inventory only. This area shall not be used for employee or customer parking, or
for vehicles being services/repaired.

SECTION II. Approval of the special exception concept plan does not authorize
modifications to any requirements of the Design and Construction Standards Manual,
Subdivision and Land Development Regulations or Zoning Ordinance unless specifically set
forth in this ordinance.
SECTION III. This ordinance shall be in effect upon its passage.
