HomeMy Public PortalAbout04-17-1997, frontage rd - business ownersNOTES FROM MEETING WITH BUSINESS OWNERS - FRONTAGE ROAD - 4-17-97: Loren Kohnen introduced those in attendance - those in the audience introduced themselves The main players are the business owners/MnDOT - the county's only concern is where the road would come out on 116 Tom O'Keefe, MnDOT said that limiting direct access if the biggest single most effective way to keep the highway safe Job - local - provide direct property access - highway - provide thru/heavy traffic Safest if road does only 1 function - Highway 55 does both - goal to limit access - MnDOT has not project now - 116 is high volume - 300 vehicles for a left turn lane - 116 now has 500-600 - MnDOT and county can close access - medians do not have to be purchased - if accidents persist or change of use of property - access do not have to be permitted - but state looks long and hard to disallow direct property access - MnDOT is interested in helping fund the frontage road - constructions funds will be provided if the project results in closing direct accesses to 55 John Ferris wanted to know if something on 116 would trigger access or have affect on the access issue - Tom O'Keffe said no - as part of a project Loren Kohnen - if work is done on 116 - would that affect O'Keefe said yes Randy Mayer - 116 north of 55 - make 2 left turn lanes with painting O'Keefe said there was nothing in the works for MnDOT The county said that signal maintenance is the jurisdiction of MnDOT - if they decide to make split lights - the county should be notified Bill Toles - traffic - impact on 116 with proposed development on the corner Loren Kohnen said that the peak traffic for McDonald's is at noon - when 116 has the least amount of traffic Bill Toles said there is heavy traffic at the McDonald's at 55/494 Dave Mayer said there is heavy residential growth on 116 - shouldn't just point finger at McDonald's Page 2 - Frontage road meeting - 116/55 Bill Toles said that commercial impact is immediate - residential slower Jack Reis - should think about a light at 116 and Clydesdale Shawn Gustafson - showed overhead from comprehensive plan of the intersection of Clydesdale and 116 - showed concept of intersection John Ferris - city has not done anything - just considering the project Bill Toles said he was not willing to give up any land for increased traffic Shawn - engineering standpoint - frontage road should be as far north of 55 as possible Bill Toles - urged that business owners are given 3-5 years to make the changes that are necessary for any changes in the roads John Ferris - city does not initiate projects like this Spokesperson from Murphy's - soils behind us are very bad - load? Loren Kohnen said there would be a cul de sac - Loren asked O'Keefe how the road would be built O'Keefe - cooperative - agreement with city MnDOT pays all construction costs - city pays if any drainage work - city responsible for design and ROW acquisition - MnDOT pay construction Shawn said the ROW is the biggest - storm sewer 10% - design 10% - estimate without ROW - 1 million/mile or about 150,000 - city would pay 20-25% + ROW There was talk of Arrowhead and 55 intersection John Ferris - county spending millions to improve this intersection - city's view will not change - will not initiate any road work Dave Mayer - that's life - cities change Bill Toles - embarking on something that will change our environment - he asks the city to be very sensitive to it Loren Kohnen said that all businesses are regulated with conditional use permits
