The Chairperson Steve Berner called the Planning and Zoning Commission meeting to order at 6:32 pm.
The results of the roll call of Commission members present were Steve Berner, Shawna Colvin, Melvin
Reeve and Stephanie Surine. Absent was One Vacancy.
Also present at the Planning and Zoning Commission meeting were City Council persons Chris Ball, Jim
Bartels, Mark Petersen, Travis Weipert and Mayor Royce Phillips and the City Clerk Ruth Demuth.
A motion was made by Stephanie Surine and seconded by Melvin Reeve to approve the Agenda as printed.
All actions have been approved by all Ayes unless so noted other and with one vacancy.
A motion was made by Stephanie Surine and seconded by Melvin Reeve to approve the minutes of the
November 3, 2010 meeting. :.
Old•Business:
Daryl High and Travis Armstrong of High Development owners of the Villages'of Tiffin presented.a revised
site plan for the Affordable Housing 12-plex units for the rezoning request previously presented to the
Commission members at the November 3, 2010 meeting. The previous site plan was denied by the
Commission and High Development was asked to revise the plan to locate the Project further to the east of
the development..Discussion held on the revised site: The revised site plan locates the four buildings in the
project east of Ireland Avenue and north of the end of the current Village Drive. Motion made by Shawna
Colvin and seconded by Stephanie.Surine to make a recommendation for approval of the revised site plan for
the rezoning request from Commercial 2-B zoning to Residential R12 zoning'contingent upon the Fire Chief's
review, the City Engineer's review and the placement of a sidewalk on the south side of Village Dr. at the east
end of Village Dr to follow west to the current sidewalk installed at the end of the Kum and Go Convenience
Store lot for safe passage of pedestrians. Ayes: Steve Berner, Shawna Colvin and Stephanie Surine. Nay:
Melvin Reeve. t
New Business: '
Commission members were asked to review the 1998-218 Subdivision Ordinance and to start process of
reviewing the section on the open areas and retention ponds. Discussion held on previous recommendation
made by Commission addressing this issue. Surine suggested that she locate documents of previous work
on issue. Berner asked that documents emailed from North Liberty City Manager be forwarded to
Commission members for review. Further discussion placed'on agenda for January 2011 Commission
meeting.
Council person Petersen asked Commission-members to review Building Permit fees for recommendations to
lower current fees. Commission Chairperson Berner reported that Building Permit fees are set by City
Council and that the request should be directed back to the City Council.,
Motion made by Steve Berner and seconded by Melvin Reeve for adjournment at 7:40 pm.
