HomeMy Public PortalAbout2000_01_11_O001 Amending the Town Code adding Information Technology CommissionThe Town of Leesburg, ,._Virginia PRESENTED January_ 11, 2000 ORDINANCE NO. 2000-0-1 ADOPTED January 11, 2000 AN ORDINANCE: AMENDING THE LEESBURG TOWN CODE ARTICLE VII COMPENSATION FOR BOARDS AND COMMISSIONS AND ADDING A NEW ARTICLE XI INFORMATION TECHNOLOGY COMMISSION WHEREAS, on April, 19, 1999 the Town Council established an Information Technology Committee; and WHEREAS, the Information Technology Committee will disband at the end of 1999; and WHEREAS, on December 14, 1999 the Information Technology Committee presented its recommendations to the Town Council; and WHEREAS, at the December 14, 1999 Town Council meeting the Council agreed to establish the Information Technology Committee as a permanent, working commission. THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. Article XI Information Technology Commission is hereby created as follows. Sec. 2-98. Information Technology Commission created. (a) The Leesburg Information Technology Commission is hereby established. The Commission shall consist of seven members of the community appointed by the Council, a councilmanic representative and the Director of Information Technology. The Council shall appoint one of its members to the Commission who shall be a non-voting member and whose term of office shall correspond to the official tenure of office as a Councilmember. An appointment to fill a vacancy shall be for the unexpired tenn. Three members' terms shall expire on June 30, 2002, and four members' terms shall expire on June 30, 2003. Thereafter members shall serve two-year terms. The Commission shall elect its chairman and vice-chairman annually. The chairman shall preside at all meetings and role on all procedural questions (subject to a reversal by a majority vote of the members present). The vice-chairman shall act in the absence or inability of the chairman to act. The Director of Information Technology shall act as a secretary to the Commission. -2- AN ORDINANCE: ESTABLISHING THE INFORMATION TECHNOLOGY COMMISSION (c) The Commission shall meet monthly or more often as necessary upon the call of the chairperson or two or more members. A majority of the voting members of the Information Technology Commission shall constitute a quorum. The majority of votes necessary to take action or to transact business shall be a majority of those present and voting. Meetings shall be open to the public under the Freedom of Information Act. Debate shall be limited to the Commission members and appointed staff. The chairperson is required to report any attendance problems to the town council, which has the authority to require a member to resign if the said member is absent from three consecutive, regular monthly meetings. Sec. 2-99. Duties. The Information Technology Commission shall have the following powers and duties: (1) (2) (3) (4) (5) (6) (7) (8) To adopt rules governing the conduct of its business and meetings. To establish long-term goals and make recommendations for Council approval to attain these goals. To continually evaluate the town's information systems and provide the Council and Town Manager with recommendations including options, priorities and budgetary impacts. To make recommendations regarding the operation, staffing, maintenance, capital improvements and funding of the Department of Information Technology. To assist the 1T director in preparing the annual operating budget and the CIP budget related to the funding of the Department of Information Technology. To report periodically on its work to the Council. To assist in and carry out such other duties as may be assigned by the Council. All actions of this committee shall be subject to Council approval. SECTION II. Article VII. Compensation for Boards and Commissions is hereby amended as follows. Sec. 2-91.5. Information Technology Commission. Compensation of members of the Information Technology Commission, exclusive of the councilmanic appointee, shall be $600.00 per annum, payable in equal monthly installments. SECTION m.
