® Special Session
July 23, 1991
The Greencastle Common Council met in special session on Tuesday, July 23,
1991 at 7:30 p.m. in City Hall. On call of the roll the following members were shown to
be present: Councilor Sheri Roach, Councilor Tim Conway, Councilor Sue Murray,
Councilor Bob Sedlack, Councilor Mike Rokicki. Also present was city attorney Larry
Wilson.
Approval of Minutes:
The minutes of June 13 regular session, June 13 public hearing, June 25 special
session, June 25 public hearing were presented for approval. Councilor Sedlack moved
to approve the minutes with the correction of a typographical error. This motion was
seconded by Councilor Murray and was carried by an aye unanimous vote.
Approval of Treasurer's Report:
Councilor Rokicki moved to approve the May, 1991 treasurer's report as
presented. This motion was seconded by Councilor Murray and was carried by an aye
unanimous vote.
Recommendations and Requests from Officers and Departments:
Councilor Murray moved to resume consideration of Ordinance 1991 -11. This
motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote.
® Ordinance 1991 -11, An Ordinance Amending Chapter 442.30 of Greencastle City
Code Schedule of One -Way Streets, was presented to Council and read by title and
synopsis by Mayor Harmless. Mr. Ernie Boswell, 110 Taylor Place, appeared before
Council in support of the action to make Taylor Place a one -way street. Councilor
Rokicki moved to approve Ordinance 1991 -11 as presented. This motion was seconded
by Councilor Murray and was carried by an aye unanimous vote. Mayor Harmless
declared Ordinance 1991 -11 to have been passed and adopted this date.
Ordinance 1991 -13, An Ordinance Approving a New Schedule of Water Rates and
Charges, was presented on second reading and was read by title only by Mayor
Harmless. Councilor Rokicki moved to approve Ordinance 1991 -13 as presented noting
that the responsible thing to do is to take care of the investment in the water system.
This motion was seconded by Councilor Murray. Discussion ensued concerning cash
flow and capital expenditures. Councilor Conway asked why the city rate payers have
to subsidize the wholesale users. Councilor Rokicki responded that the wholesale users
do pay for the water they purchase. Discussion continued concerning the present
inverted wholesale water rate schedule and capital expenditures such as the well, the
pump and the backhoe. On call for the question the following vote was recorded:

Mayor Harmless declared Ordinance 1991 -13 to have been passed and adopted this date
by a vote of 4 -1.

Ordinance 1.991 -14, An Ordinance Establishing the Size of Departments of City
Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of
Such Departments and Fixing Salaries of Certain Other Appointed Officials for the
Year 1992, was presented to Council for second reading and was read by title only by
Mayor Harmless. Councilor Sedlack moved to approve Ordinance 1991 -14 as presented.
This motion was seconded by Councilor Murray and was carried by an aye unanimous
vole. Mayor Harmless declared Ordinance 1991 -14 to have been passed and adopted this
date.
Resolution 1991 -15, A Resolution Authorizing the Transfer from Cumulative
Capital Improvement Fund to the General Fund, was presented to Council and read in
its entirely by Mayor Harmless. Councilor Rokicki moved to approve Resolution 1991-
15 as presented. This motion was seconded by Councilor Roach and was carried by an
aye unanimous vole. Councilor Murray asked for the amount left in CCI after the
transfer. The clerk - treasurer responded that the June CCI fund balance was $219,349.06
of which approximately $78,200.00 is being requested for the city dispatch capital
expenditures and 1991 personnel, leaving approximately $141,000.00 plus the December
cigarette tax distribution for the street department garage. In response to a question of
street garage time table, Mayor Harmless noted that the stale is maintaining a late 1991
target date. A call for the question recorded an aye unanimous vole. Mayor Harmless
declared Resolution 1991 -15 to have been passed and adopted this date.
PUBLIC HEARING Resolution 1991 -16, A Resolution Authorizing Additional
• Appropriations for the General Fund, was presented to Council and read in its entirety
by Mayor Harmless. Mayor Harmless asked for any comments or questions for the
public. There being none, Councilor Rokicki moved to approve Resolution 1991 -16 as
presented. This motion was seconded by Councilor Sedlack and was carried by an aye
unanimous vote. Mayor Harmless declared Resolution 1991 -16 to have been passed and
adopted this date.
Resolution 1.991 -17, A Resolution Authorizing Transfer of Appropriations Within
Classifications of the 1991 Budget of the City of Greencastle, was presented to Council
and read in its entirety by Mayor Harmless. Councilor Murray moved to approve
Resolution 1991 -17 as presented. Councilor Sedlack seconded the motion and it was
carried by an aye unanimous vote. Mayor Harmless declared Resolution 1991 -17 to have
been passed and adopted this date.
Ordinance 1991 -16, An Ordinance Amending Ordinance 1990 -18 Being the 1991
Salary Ordinance for the City of Greencastle, was presented to Council for first reading
and was read in its entirety by Mayor Harmless. Councilor Rokicki moved to approve
Ordinance 1991 -16 as presented. This motion wits seconded by Councilor Murray and
was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1991 -16 to
have been passed on first reading this date.
Council Reports and Comments:
Councilor Murray asked if large item pick -up is grant eligible. Mr. Wilson noted
that it is not, but did note that a new grant program for the removal of household toxins
is available. Mayor Harmless added that other communities have reported that tox-
• away days have not proven cost effective.
