Planning and Zoning Commission
The,Chairperson Steve Berner called the Planning and Zoning Commission meeting to order at 6:30 pm. on
Wednesday, January 5, 2011 at the Springmier Library, CCA Middle School.
The results of the roll call.of Commission members present were Steve Berner, Shawna Colvin, and
Stephanie Surine: Absent was Melvin Reeve and there was One Vacancy.
Also present at the Planning and Zoning Commission meeting were City Council persons Chris Ball, Jim
Bartels, Mark Petersen, Travis Weipert and Mayor Royce Phillips and the City Clerk Ruth Demuth.
Kathleen Fitzgerald, soon to be appointed Commission member, was introduced to Planning and Zoning
members. She will be formally approved by City Council on January 12, 2011 at regular City Council meeting.
A motion was made by Stephanie Surine and seconded by Shawna Colvin to approve the Agenda as printed.
All actions have been approved by all Ayes unless so noted other and with one vacancy.
A motion was made by Shawna Colvin and seconded by Steve Berner to approve the minutes of the
December 1, 2010 and special joint meeting with City Council on December 22,.2010.;
Old Business:
Commission members reviewed and discussed possible changes to the 1998-218 Subdivision Ordinance in
regards to the open spaces and maintenance and management of retention ponds in new developments
within the City of Tiffin. Steve Berner briefly reviewed documentation previously forwarded to Commission
members that he had obtained from the City of North Liberty on their procedures in handling open spaces
and retention ponds. Stephanie Surine presented additional documentation from,2005, when the
Commission previously worked on the issue. Copies will be forwarded to Commission members. Further
'discussion will be placed on February 2011 agenda.
Shawna Colvin inquired on Principal Uses language in Zoning Code, particularly in regards to multiple
structures on a single lot. Berner asked that the topic be placed on February 2011 agenda for further
discussion.
It Was reported to the Commission that the City Council had approved the re-zoning request for Villages Part
Two PAD for four twelve-plex buildings.
No New Business for discussion.
Motion made by Stephanie Surine and motion seconded by Shawna Colvin for adjournment at 7:05 pm.
