AN ORDINANCE:
APPROVING SPECIAL EXCEPTION APPLICATION #SE-2000-01,
THRIFTY CAR RENTAL, 356 EAST MARKET STREET, TO PERMIT A
VEHICLE RENTAL FACILITY
WHEREAS, Welcome Corporation t/a Thrifty Car Rental has requested special exception
approval for a vehicle rental facility; and
WHEREAS, the property is located in the B-2, Established Corridor Commercial Zoning District
& the H-2, Historic Corridor Overlay District; and
WHEREAS, a vehicle rental facility is a special exception use in the B-2 zoning district; and
WHEREAS, on March 2, 2000, the Planning Commission recommended conditional approval of
this application; and
WHEREAS, on March 14, 2000, the Town Council held a public hearing; and
WHEREAS, the proposed use meets the general review criteria as set forth in the Zoning
Ordinance; and '
WHEREAS, staff recommends approval, with the conditions set forth below.
THEREFORE ORDAINED by the Town of Leesburg in Virginia as follows:
SECTION I. Special exception application #SE-2000-01, Thrifty Car Rental, by Welcome
Corporation t/a Thrifty Car Rental, identified in the Loudoun County land records as Tax Map 48-
848G((7))A as shown on the Special Exception Plan, dated December 21, 1999, and any future version of
the plan that incorporates the conditions contained herewith, is hereby approved subject to the following
conditions:

SPECIAL EXCEPTION APPLICATION SE-2000-01, THRIFTY CAR RENTAL
1. All elements on this application, including any proposed lighting, shall be subject to review and
approval by the Board of Architectural Review (BAR) to ensure compliance with the H-2
Corridor Guidelines.
2. Given the fact that employees shall drive vehicles for rental to and from the site, the customer
and employee parking requirements of the Zoning Ordinance may be shared.
3. No more than 10 rental vehicles shall be stored on the site at any given time.
4. Automotive sales and service shall not be permitted on this property.
5. At the request of the Department of Engineering and Public Works, appropriate construction and
traffic signal easements, along Market Street and Catoctin Circle shall be dedicated to the town,
at no cost to the town. The exact location and size of such easements shall be determined by the
Department of Engineering and Public Works.
7. All proposed shrubs on this property, shall be at least 24" in height at the time of planting.
8. No rental trucks or vans, such as U-Haul or Ryder shall be stored, temporarily or permanently,
on this property.
9. All parking for Thrifty Car Rental shall be located on-site. No off-site parking shall be
permitted.
SECTION II. Approval of the special exception concept plan does not authorize
modifications to any requirements of the Design and Construction Standards Manual,
Subdivision and Land Development Regulations or Zoning Ordinance unless specifically set
forth in this ordinance.
SECTION III. This ordinance shall be in effect upon its passage.
