HomeMy Public PortalAbout2000_05_23_O015 Town Plan Amendment - Transportation ElementThe Town of Leesburg, Virginia PRESENTED May 23, 2000 ORDINANCE NO. 2000- 0-15 ADOPTED May 23, 2000 AN ORDINANCE: APPROVING TOWN PLAN AMENDMENT APPLICATION #TP-2000-01, TRANSPORTATION ELEMENT, TRAILVIEW BOULEVARD WHEREAS, on February 23, 2000 the Town Council initiated a Town Plan amendment to the Transportation Element of the Town Plan to consider classifying a portion of Trailview Boulevard as a Through Collector in an effort to clear up an inconsistency between the text of the Town Plan and the Transportation Policy Map of the Town Plan with regard to the road classification of Trailview Boulevard; and WHEREAS, the Town Plan amendment includes textual amendments to pages 8-22 and 8-24 and a map amendment to the Transportation Policy Map 8.1 of the Transportation Element of the Town Plan, copies of which are attached hereto; and WHEREAS, on April 6, 2000 the Planning Commission held a public hearing to consider Town Plan amendment application #TP-2000-01 Transportation Element, Trailview Boulevard; and WHEREAS, on April 20, 2000 the Planning Commission recommended approval of said amendment; and WHEREAS, on May 23, 2000 the Town Council held a public heating to consider town plan amendment application #TP-2000-01 Transportation Element, Trailview Boulevard; and WHEREAS, staffrecommends approval of the amendment. THEREFORE ORDAINED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. Town Plan amendment application #TP-2000-01, Transportation Element, Trailview Boulevard, is hereby approved. SECTION II. Town Plan amendment approval does not express or imply any waiver or modifications to any requirements of the Design and Construction Standards Manual, Subdivision and Land Development Regulations or Zoning Ordinance unless specifically cited herein. APPROVING TOWN PLAN AMENDMENT APPLICATION #TP-2000-01, TRANSPORTATION ELEMENT, TRAILVIEW BOULEVARD SECTION III. This ordinance shall be effective upon its passage. PASSED this 23~d day of May, 2000. Trailview Boulevard (Card':ual Park Dr[vc Battlefield Parkway to East Corporate Limits) 1. Require 120' right-of-way dedication and road widening as development occurs. 2. Minor Arterials: Catoctin Circle The portion of Catoctin Circle from East Market Street to South King Street will be required to: - have right-of-way dedication and road widening as development occurs. - be widened to five lanes including center left turn lanes. - nominal right-of-way width will range from 70' to 90' Edwards Ferry Road (Route 15 Bypass to Battlefield Parkway) 1. Require 120' right-of-way dedication and construction as development occurs. 2. Construct four lanes divided with acceleration/deceleration lanes. 3. Require 90' right-of-way dedication and road widening as development occurs. 2. Construct four lanes divided or undivided with acceleration/deceleration lanes. River Creek Parkway 1. Require 90' right-of-way dedication and road widening as development occurs. 2. Construct four lanes divided or undivided with acceleration/deceleration lanes. Route 621 (Route 15 Business to Battlefield Parkway 1. Require 70' right-of-way dedication and construction as development occurs 2. Construct four lanes undivided with acceleration/deceleration lanes. 3. Control number and location of access points. Russell Branch Parkway ( Trailview to East Corporate Limits) 1. Require 90' right-of-way dedication and construction as development occurs. 2. Construct four lanes divided with acceleration/deceleration lanes. 3. Control number and location of access points. Trailview Boulevard (Cardinal Park Drive to Battlefield Parkway) 1. Require 70' of right-of-way dedication and road widening as development occurs. 2. Widen to four lanes undivided with acceleration/deceleration lanes. Streets of the Old & Historic District: On-street parking will be retained on downtown streets unless public safety issues call an alternative. Elimination of off-street parking may be considered only after traffic studies are completed and review and comment made by the Board of Review (BAR). Public Transportation Policies 1. Protect the Leesburg Municipal Airport as a transportation and development resource by prohibiting residential uses within unacceptable noise zones (also see Environmental Element). 2. Transportation access to the airport will be improved. 3. The town will plan and facilitate access to regional mass transit systems. 4. The town will encourage developers to provide commuter parking facilities. 8-24 EXHIBIT C- PROPOSED AMENDMENT
