HomeMy Public PortalAbout8/13/1991GREENCASTLE COMMON COUNCIL Regular Session August 13, 1991 The Greencastle Common Council met in regular session on Tuesday, August 13, 1991 at 7:30 p.m. in City Hall. On call of the roll the following members were shown to be present: Councilor Sheri Roach, Councilor Tim Conway, Councilor Sue Murray, Councilor Bob Sedlack, Councilor Mike Rokicki. City attorney Larry Wilson and city engineer Ron Smith. Public Petitions and Comments: Mr. Ralph Taylor was present representing Larry Taylor and Taylor Graphics to present the city with a plaque to hang in city hall of the front page of the Banner Graphic announcing the "All America City Award." Approval of Minutes: The minutes of July 9 regular session and July 23 special session were distributed to Council. Councilor Sedlack moved to approve the minutes as distributed. This motion was seconded by Councilor Murray. Councilor Rokicki asked that the following comment be added to page one, paragraph six of the July 23rd minutes. "...and in asking the question of Mr. Seever, Mr. Seever indicated that the water department does make a profit from the rates charged to the Reelsville Water Corporation." Councilor Sedlack agreed to amend the motion to reflect the addition and the motion passed unanimously. Approval of Treasurer Report: The treasurer's report of June, 1991 was distributed to Council and Councilor Rokicki moved to approve the report as distributed. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Department Reports: In addition to the monthly statistical reports the following comments were presented by department supervisors. Fire Chief Bob Elmore indicated that the booster tank in engine #1 will have to undergo extensive repairs or replacement, but the newly refurbished mack is being used as first out. Police Chief Jack Hanlon indicated that DePauw University is requesting that Madison Street between Hill Street and Hanna Street be designated one -way south to facilitate the flow of delivery truck to the area. He continued that the university intends to improve the corner of Hanna and Jackson to allow trucks to turn south onto Jackson from Hanna and to pave Madison Street Council was invited to review the area before the formal request is presented at the September 10, 1991 meeting. Mr. Phillips noted that all the new 6" water main has been installed on the greater eastside with the addition of nine hydrants. He continued that more hydrants will be added and new services still had to be run. He also commented that gallons pumped per day has decreased since the rain occurred. CC 8/13/91 Page 2 Mr. Wright noted that the following streets scheduled for 1991 repaving were completed: Spring Street, Jacob Street, Daggy Street, Sherwood Drive, Tulip Trail, Ravenwood Drive. Mr. Stan Lambert announced a tentative closing of the pool on August 25 and that the final summer programming report would be available in September or October. Greg Larkin, president of the Board of Park Commissioners announced to Council that no remonstrance had been filed at the fifteen day or forty -five day deadline on the pool project and asked that Council consider the bond ordinance 1991 -18. To allow time for review and research Council agreed to consider first reading of ordinance 1991 -18 at the special session on August 20, 1991 at 7:30 p.m. and to meet again at 5:30 p.m. on August 27, 1991 for final reading and adoption. Mr. Wilson noted that the Board time table includes receiving bids on August 21, 1991 at 7:00 p.m. in city hall, reviewing bids on August 24, 1991 at 9:30 a.m. at Robe Ann Park, and awarding contract on August 27, 1991 at 7:00 p.m. in city hall pending approval of the State Board of Tax Commissioners Local Tax Control Board which will meet on August 28, 1991. Mr. Smith reported that the Wal -Mart lift station and force main is near completion, the Greater Eastside Sewer Separation project is under construction, the 10th Street improvement project is in the design phase to go to bid next week, and the Fillmore Road Sewer Extension project has been issued notice to proceed. Councilor Sedlack asked Mr. Phillips if the firms responsible for the recent water line breaks would be charged for the repairs and the water lost. Mr. Phillips indicated that they would. ® Councilor Rokicki apologized to the residents of the Greater Eastside for the inconvenience of the present construction, noting the benefit that will be realized upon completion. Mr. Wilson indicated that statements of benefits have been filed by Happico, Heartland, and North American Capacitor requesting tax abatement on their expansions. He noted that legislation had been changed to allow up to ten year abatement on equipment as well as improvements. The resolutions approving the statements of benefits will be presented to Council in September. Recommendations and Requests from Officers and Departments: Ordinance 1991 -16, An Ordinance Amending Ordinance 1990 -18 Being the 1991 Salary Ordinance for the City of Greencastle, was presented and read by title only by Mayor Harmless. Councilor Murray moved to approve Ordinance 1991 -16 as presented. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1991 -16 to have been passed and adopted this date. Public Hearing: Ordinance 1991 -17, Ordinance for Appropriations and Tax Rates, was presented and form #3 was read in its entirety by Mayor Harmless. Line item discussion ensued with Councilor Sedlack commenting that he approved of the incremental increase to the Cable Access Channel appropriation in the Council budget and the appropriation for 41 additional legal services, noting the availability of that appropriation to department CC 8/13/91 Page 3 0 supervisors i f requested. Councilor Rokicki asked what level of overtime appropriation constitutes the hiring of additional personnel. Chief Elmore responded that it would be a Council decision. Mayor Harmless asked for any or all comments from the public. There being none, Mayor Harmless read Ordinance 1991 -17. Councilor Murray moved to approve Ordinance 1991 -17 as presented. This motion was seconded by Councilor Sedlack and the motion was carried by the following vole: AYES: Councilor Roach NAYS: Councilor Conway Councilor Rokicki Councilor Murray Councilor Sedlack Councilor Conway indicated that he voted against passage of Ordinance 1991 -17 because of the extravagant debt service appropriation on the pool project. Mayor Harmless declared Ordinance 1991 -17 to have been passed on first reading 4 -1. Council Reports and Comments: Councilor Sedlack praised the efforts of the Mayor, Clerk- Treasurer, and the Department Supervisors in developing the 1992 budget. In response to Councilor Sedlack's question, Mayor Harmless noted that the southern highway is scheduled for opening on September 15, 1991. Councilor Sedlack then requested the ordinance amendment for restricting trucks from Berry Street be prepared for the September meeting. Councilor Conway asked when the highway will be renamed. Mayor Harmless explained that the State Legislature did that in their last session. ® Councilor Sedlack again thanked Taylor Graphics for the plaque, then moved for adjournment.
