CITY COUNCIL WORK SESSION, MAY 11, 2015
CALL TO ORDER
The City Council Work Session of May 11, 2015, was convened at 5:31 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Costales, Graham, Henry, Mihalevich, Prather, Schreiber,
Scrivner, and Ward
Absent: Hussey
A quorum was present.
INTRODUCTION OF ORIGINAL CHARTER COMMISSION MEMBERS
Mayor Tergin made comments regarding the City’s Charter and announced that the City
Charter Commission Members have been invited to attend tonight’s meeting. Those
members are as follow:

Mayor Tergin welcomed the five Members able to attend and thanked them for coming
to the meeting. She presented each with a City Coin and expressed her appreciation for
the hard work and dedication it took to draft the Charter and prese nt it to the public for
approval.

Mayor Tergin then turned the floor over to City Administrator Steve Crowell and City
Counselor Drew Hilpert who made a joint presentation. Mr. Crowell shared a video
about outcome-based goals that improve the quality of life for citizens. Mr. Hilpert gave
a presentation explaining the purpose and authority of the City Charter.
Mayor Tergin invited any Charter Commissioners who wished to make a comment to do
so at this time.
Mr. Kenneth Wildhaber stated that, in his opinion, the City does not need a City
Manager form of government, and pointed out some concerns with changes made to
the Charter which he believes are more appropriate under that form of government.
Ms. Carolyn McDowell recognized City Clerk Phyllis Powell who had attended all the
original City Charter meetings in the 1980s to take the minutes and prepare all drafts for
Charter approval.
Mayor Tergin stated that she intends to have an annual meeting to receive an overview
of the Charter and invite the Commissioners to again provide any comments they may
have.
SOLID WASTE REQUEST FOR PROPOSALS (RFP)
Janice McMillan provided a review of the draft Solid Waste Request for Proposals
(RFP) which was distributed to the Council on May 7, and answered questions asked by
the Council during the presentation.
Following the conclusion of the staff presentation, Mayor Tergin opened the floor for
public comment on the Draft RFP. The following persons came forward to speak on the
issue:
Mr. Jim Crabtree, former member of the Environmental Quality Commission, made
comments regarding the Commission’s views on solid waste handling from the
viewpoint of environmental impact on the City. He also provided historical context from
the 2008-2009 solid waste RFP and contract.
Mr. Andy Barton of Waste Corporation of America (“WCA”) stated his interest as a
proposer.
Mr. Jeff Wohlt of the Puri Hotel Group stated his company’s preference for an open
source service market.

Mr. Kurt Kreftmeyer of Bluebird Composting requested that restaurants and grocery
stores be allowed to have food waste picked up for composting.
Ms. Marjorie Beenders stated she has been working with a group of commercial
customers who are requesting open source service option for commercial customers.
A lengthy discussion was held in which the Council indicated the items it would request
staff to include in the RFP before it is finalized at the May 18 City Council meeting.
ADJOURNMENT
A motion to adjourn was made by Councilman Prather, seconded by Councilman
Graham, and approved unanimously at 6:44 P.M.
