HomeMy Public PortalAbout2015-05-181 REGULAR COUNCIL MEETING, MAY 18, 2015 CALL TO ORDER The Regular Council Meeting of May 18, 2015, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Graham Henry, Hussey, Mihalevich, Prather, Schreiber, and Ward Absent: Costales and Scrivner A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Mihalevich, seconded by Councilman Prather, to adopt the agenda as published. The motion was then approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin recognized a group of Jr. Girl Scouts in the audience and welcomed them to the meeting. The Group Leader stated that one of the Scouts is the daughter of one of the Jefferson City Police Officers being honored at tonight’s meeting. Mayor Tergin introduced Mr. Gregg Bexten, Chairman of the Jefferson City Area Chamber of Commerce, and invited him to make a presentation. Mr. Bexten mentioned some of the recent accomplishments of businesses locating in the City due to j oint efforts of the Chamber with the City, County, and other entities. The following Meritorious and Valor Awards were presented to Jefferson City Fire Department and Jefferson City Police Department personnel. Mayor Tergin and City Administrator Steve Crowell assisted in presenting the awards and congratulating the recipients of each award. Fire Department: Presented by Chief Matt Schofield: 2 REGULAR COUNCIL MEETING, MAY 18, 2015 Captain Steve Holtmeier was presented the 2015 Red Cross Fire Service Hero Award Police Department: Presented by Chief Schroeder Reserve Officer Kenneth Marsch, Retired – Meritorious Service Mayor Tergin read and presented a proclamation to Reserve Officer Marsch and indicated that he had also been presented a Key to the City in appreciation for 25 years of voluntary service to the Police Department. Sgt. Andrew Lenart – Meritorious Service Officer Chris Goshe – Meritorious Service Officer Meredith Friedman – Valor Officer Jason Sederwall – Valor Following the presentation of the awards, Mayor Tergin made commen ts in appreciation of each recipient and thanked them for their dedication to protecting the citizens of the City. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Parks, Recreation, and Forestry Director Bill Lockwood made a brief status report on the ongoing discussions and progress with Lincoln University on the multipurpose building project. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations made at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Planning & Protective Services Department Director Janice McMillan announced the Heritage Week Event Celebration event is scheduled to be held at 4:00 P.M. on Thursday, May 28, 2015, in the City Council Chambers, and invited the public to attend. The awards being highlighted are as follow: Sponsored by the City of Jefferson Historic Preservation Commission: Landmark Designation Broadway School, 230 W. Dunklin Street Gregory Stockard Distinguished Service Award Recipient Catherine Bordner Sponsored by the Historic City of Jefferson: Heritage Essay, Heritage Multi-Media, and Heritage Art Contest Winners Participants are middle school through high school students from area schools Historic Preservation Commission Terri Radman Dec 2017 Partial 4 REGULAR COUNCIL MEETING, MAY 18, 2015 Mayor Tergin made an announcement regarding the May 11 Work Session which was held and gave brief updates on the items discussed at that meeting, including the City Charter and the draft solid waste request for proposals (RFP). Bill Lockwood gave a brief report on the issue of property at Greenberry Acres being sold by the Girl Scouts and stated the Parks and Recreation Commission will be holding a special meeting on Tuesday, May 19, to discuss the issue. CONSENT AGENDA The following items were brought before the Council for approval by Consent: a. Minutes of City Council Meetings: May 4, 2015 b. Accepting Bid 2797 ($43,195.00) from Werres Corp. for Parking Enforcement Vehicle, Public Works c. Accepting Bid 2800 from Asphalt Products, Higgins Asphalt, and APAC for Paving Materials, Public Works d. Accepting Bid 2801 ($110,567.50) from Cole County Industries for Concrete and Concrete Products A motion was made by Councilman Prather to remove items (b) and (c) for individual consideration, seconded by Councilman Mihalevich. A motion was made by Councilman Graham to approve items (a) and (d) a s presented, seconded by Councilman Hussey, and approved unanimously. Item (b): Following discussion and questions asked by the Council which were answered by staff, a motion was made by Councilman Prather to approve Item (b), seconded by Councilman Mihalevich, and approved unanimously. Item (c): Staff answered questions asked by the Council regarding the bid. At the conclusion of the discussion, a motion was made by Councilman Branch to approve Item (c) as presented, seconded by Councilman Mihalevich, and approved unanimously. Councilman Mihalevich requested that the rules be suspended so the potential purchaser could move forward with the sale of the property. The re were no objections to the request to suspend the rules. Bill 2015-9 was then read second and third times by title, placed on final passage, and passed by the following vote as Ordinance No. 15400: Aye: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, and Ward Nay: None 2015-10, sponsored by Councilman Branch, entitled: AN ORDINANCE AMENEDING CHAPTER 4 (ALCOHOLIC BEVERAGES) SECTION 4-16 (PURCHASE OR POSSESSION BY MINORS) OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, PROHIBITING THE PURCHASE OR ATTEMPTED PURCHASE OF INTOXICATING LIQUOR BY A MINOR. City Counselor Drew Hilpert stated that could be provided. 2015-5, sponsored by Councilman Graham, entitled: AN ORDINANCE AMENDING SECTION 19-401, (MOTOR VEHICLES AND TRAFFIC), SCHEDULE (S), (LOADING ZONES), SUBPARAGRAPH (C), (PASSENGER LOADING ZONES), OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, PERTAINING TO A PORTION OF JEFFERSON STREET. RESOLUTIONS RS2015-6, sponsored by Councilman Mihalevich, co-sponsored by Councilmen Henry and Graham, entitled: A RESOLUTION RECOGNIZING THE IMPORTANCE OF NATIONAL POLICE WEEK Following reading of the resolution by Mayor Tergin, a motion was made by Councilman Mihalevich for adoption of Resolution RS2015-6 as presented, seconded by Councilwoman Ward, and approved unanimously by the following roll-call vote: Aye: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, and Ward Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Ms. Donna Carey of M&W Hauling made a presentation regarding the solid waste request for proposals, specifically related to the issue of commercial independent open source. Following Ms. Carey’s presentation, City Administrator Steve Crowell and 8 REGULAR COUNCIL MEETING, MAY 18, 2015 Planning and Protective Services Director Janice McMillan answered questions regarding the issue. Ms. Marjorie Beenders also made a presentation regarding the solid waste request for proposals and thanked the Mayor, Council, and staff for their accommodation during the past several months to collect input from the public on the issue. Mr. Joe Shelton made a presentation regarding the issue of parking in the downtown for people who live in that area. At the conclusion of his presentation, Mayor Tergin asked Public Works Director Matt Morasch to speak with Mr. Shelton regarding his concerns and provide any possible solutions, if any, to the Council. Mr. Frank Rycyk made a comment regarding the solid waste request for proposals pertaining to the issue of picking up food waste for composting. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no comments made at this time. NEW BUSINESS No New Business was brought forward. UNFINISHED BUSINESS Following discussion on the Solid Waste Request for Proposal distributed to the Council on May 14, 2015, Councilman Mihalevich made a motion to direct staff to finalize and release the May 14, 2015, RFP for Solid Waste Services, seconded by Councilman Branch, and the motion was approved by the following roll-call vote: Aye: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, and Ward Nay: None GO INTO CLOSED SESSION Mayor Tergin announced that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion to go into Closed Session to discuss the following: a.
