AN ORDINANCE:
APPROVING SPECIAL EXCEPTION APPLICATION #SE-2000-06, 1311
BARKSDALE DRIVE, TO PERMIT A HOME DAYCARE
WHEREAS, Patricia Bennett has requested special exception approval for a home daycare in her
home at 1311 Barksdale Drive; and
WHEREAS, the property is located in the PRC, Planned Residential Community zoning district,
in Potomac Crossing subdivision; and
WHEREAS, on July 6, 2000, the Planning Commission recommended conditional approval of
this application; and
WHEREAS, on August 8, 2000, the Town Council held a public hearing; and
WHEREAS, the proposed use meets the general review criteria as set forth in the Zoning
Ordinance; and
WHEREAS, staffrecommends approval, with the conditions set forth below.
THEREFORE ORDAINED by the Council of the Town of Leesburg in Virginia as follows:
SECTIONI. Special Exception application #SE-2000-06, 1311 Barksdale Drive, Home
Daycare, by Patricia Bennett, identified in the Loudoun County land records as Tax Map 40A((7))21
is hereby approved subject to the following conditions:
1. The applicant shall comply with all state requirements for licensed family day homes and shall
submit a copy of any licenses that have been issued or are further required.
2. The number of children cared for shall not exceed 12 at any time.
3. The hours of operation shall be 6:00 a.m. - 6:30 p.m.
4. The concept plan will be revised to show the location of the fence.

DAYCARE
SECTION II. Approval of the special exception concept plan does not authorize
modifications to any requirements of the Design and Construction Standards Manual,
Subdivision and Land Development Regulations or Zoning Ordinance unless specifically set
forth in this ordinance.
SECTION III. This ordinance shall be in effect upon its passage.
