HomeMy Public PortalAboutCity Council_Minutes_1964-01-22_Special 1964MINUTES OF STUDY SESSION HELD ON JANUARY 22, 1964, BY THE CITY COUNCIL RELATING TO THE ADOPTION OF A PRECISE MASTER PLAN FOR THE CITY OF TEMPLE CITY, PURSUANT TO REQUIREMENTS OF GOVERNMENT CODE SECTION 65653. Mayor Nunamaker called the study session to order at 7 :30 p.m. and then led the Pledge of Allegiance to the Flag. Mayor Nunamaker explained that the study session was e work shop, not a public hearing, and that any requests for changes on the map from persons in the audience would be out of order at this time. He further stated that the Council, with the assistance of Planning Commissioners and Consultants present, would try to work out the best possible use of the City, not for any particular individuals, but for the best good of the cummunity as a whole, for a long period of time, because we are not planning for today, we are planning for the future. Discussion started at the north boundaries of the City and covered a specific group of blocks at a time. All isolated requests were considered, but denied as spot zoning. The following sections of the City required extensive discussion and decisions: 1.. Area on Rosemead Boulevard between Longden and Hermosa: Requests had been received for C -2 use for this area. After considerable discussion in regard to parking facilities and non - conformance to surrounding area, it was a unanimous decision that this area was not adequate for C -2 use and should remain R -4. 2. Area on Live Oak, between Temple City Boulevard and Golden West: Petition received from property owners in surrounding area requesting that this area remain R -1. ®After discussion, it was a unanimous . decision that the R -3 zoning should be removed and changed to R -1 for the area on the south side of Live Oak from 8646 to 9724 Live Oak, inclusive. 3. Area on north side of Lower Azusa, between Baldwin and Ryland: Request for C-2 in R -I area. After considerable discussion, it was a unanimous decision that the complete section of Lower Azusa Road in this area should be referred back to the Planning Commission for intensive study. 4. Area bounded by Persimmon on the east, Arcadia Wash on the south, Fairview. on north and city limits on south: Request received for change from R -1 to R -3. After discussion, it was a unanimous decision that this request should be granted. 5. Area on north side of Lower Azusa between Baldwin and Camellia in potential R -4: Due to the difference in requests - C -M, C -2, and R -4 - this area was also referred back to the Planning Commission for intensive study. 6. Area on Lower Azusa Road and Temple City Boulevard, northeast corner: It was a unanimous decision that this corner should be changed to C -2, as well as the adjoining lot west of the alley. Area in potential M -1 located on south side of Lower Azusa Road: After considerable discussion, it was the general feel- ing that this area should be left as R -1 without the potential M -1, and should be referred back to the Planning Commission for intensive restudy at a later date. 567 1 Minutes - Study Session Page Two 8. Area in potential M -1 or M -2, Sereno area, west of Encinita: After considerable discussion in regard to existing streets and present development of area, it was the general feeling that this area should be left R -1 without the potential M -1 or M -2, and should be referred back to the Planning Commission for intensive restudy at a later date. A motion was made by Councilman Merritt that the City Council approve the map as amended in the manner indicated on the minutes of this meeting and that all of those changes according to law be reported to the Planning Commission for the required further report. The Commission be requested to report back in time to avoid delay in the preparation of the black and white copy of the map. The changes are to be incorporated except that additional consideration and further recommendations concerning the proposed zoning of the following areas are requested from the Planning Commission: a. That property south of the wash, east of Rosemead, west of Encinita and north of the railroad tracks proposed initially for M -1 potential; b. That area south of Lower Azusa Road, west of Temple City Boulevard and north of the railroad tracks originally pro- posed for M -1 potential; c. Both sides of Lower Azusa Road from the easterly to the westerly City limits. Motion was seconded by Councilman Tyrell and carried unanimously. Study session adjourned at 10 :30 p.m. ATTEST: Mayor 568
