Coppola 29 Melville Avenue Newton, MA 02460 RE: PROPOSED APARTMENTS WATERTOWN,MA Dear Mark: Bayside Engineering (Bayside) prepared the original December 18, 2012 Traffic Impact and Access Study (TIAS) to assess the traffic impact and to evaluate the access requirements of the proposed residential development to be located on Bacon Street in Watertown, Massachusetts. This letter has been prepared to assess the expected impacts on Howard Street and adjacent roads resulting from inclusion of certain land located at 60 Howard Street and the subsequent change in access for the development via Howard Street. Development Proposal The development is to be located on the west side of Bacon Street, north of Pleasant Street and along the east side of Howard Street. The total combined site now consists of approximately 42,000 square feet (sf) of vacant building(s) formerly used as a plumbing supply center (Bacon Street) and various other businesses (Howard Street). As originally proposed, the project required razing the existing buildings on Bacon Street and the construction of 41 residential dwelling units. The corresponding parking provided 80 vehicles. Access would have been provided by way of a primary driveway to Bacon Street. The development program has been modified to now include the property to the west located at 60 Howard Street. Howard Street runs parallel to Bacon Street, and is approximately 320 feet west of Bacon Street. With the additional property, the development program now consists of 73 apartment units (eight (8) of which are flexible and may be residential, commercial office or live/work units) with approximately 4,000 square feet of additional space dedicated solely towards commercial use. No tenants have been identified at this time, but light retail or a restaurant use is currently contemplated. Parking would be provided for 143 vehicles. Driveways would be provided to both Bacon Street and Howard Street, however the Howard Street driveway would provide access to the bulk of the parking whereas the Bacon Street driveway would provide minor access for guest parking. Coppola June 11, 2013 Page 2 Howard Street Bacon Street is a two-lane, local street under the jurisdiction of the Town of Watertown. Howard Street traverses the study area in a general north/south direction from Pleasant Street to Main Street. There is no posted speed limit on Howard Street. A sidewalk is provided along the east side of the road in the site vicinity. Land use along Howard Street in the study area consists of residential and commercial uses. Howard Street Traffic Volumes Daily traffic counts were conducted on Howard Street for a two day period using automatic traffic recorders (ATR). The 2013 Existing and peak hour traffic flows for Howard Street are shown in Figure 1. The seasonal worksheets are provided in the Appendix. Bacon Street was recorded to carry approximately 2,315vehicles per day (vpd) north of Pleasant Street. During the weekday morning peak hour, approximately 243 vehicles per hour (vph) were recorded, and during the weekday evening peak hour, approximately 171 vph were recorded. Revised Traffic Generation Site generated traffic was based on trip-generation data published by the ITE Trip Generation manual'. The trip generation data for Land Use Code (LUC) 220 — Apartments and ITE LUC 932 —High-Turnover Restaurant published by the ITE were evaluated to determine the expected trip generation for the proposed project. This expected trip generation for is summarized in Table 2 and the trip generation worksheets are included in the Appendix. "Based on ITE LUC 932,High-Turnover Sit-Down Restaurant;4,000 sf. `With a restaurant use,no traffic is expected during the weekday morning peak hour. On a typical weekday, the proposed development is expected to generate 1,074 vehicle trips (537 vehicles entering and 537 vehicles exiting). During the weekday morning peak hour, 40 vehicle trips (8 vehicles entering and 32 vehicles exiting) are expected. During the weekday evening peak hour, 97 vehicle trips (61 vehicles entering and 36 vehicles exiting) are expected. Most of this traffic is expected to be automobiles. Howard Street Traffic Assignment Based on the distribution pattern developed in the TIAS, nearly a 50/50 distribution of site traffic is expected at the site driveways. Table 3 summarizes the expected trip distribution pattern. Coppola June 11, 2013 Page 4 Using the percentages in Table 3, and assigning traffic to Howard Street based on the percent of parking served by the Howard Street driveway indicates that south of the site, Howard Street would experience an increase of 434 daily vehicles. North of the site, there would be an increase of approximately 540 vehicles. Based on the 2010 Highway Capacity Manual.2, the addition of the additional site traffic will result in a daily volume of between 2,749 to 2,855 vpd, which is well below the theoretical capacity of 14,900 vpd (for a two lane local street). Similarly, during the peak hours, Howard Street south of the site would experience an increase of 22 peak hour trips (4 vehicles northbound and 18 vehicles southbound). During the weekday evening peak hour, Howard Street south of the site would experience an increase of 54 peak hour trips (34 vehicles northbound and 20 vehicles southbound). These small increases represent approximately 1 vehicle every two minutes or less during the peak hours. Conclusion The project has been modified from 41 apartment units to 73 apartment/commercial units with approximately 4,000 sf of additional commercial space. Correspondingly, there is an increase in the projected traffic to 42 vehicle trips during the weekday morning peak hour and 100 vehicle trips during the weekday evening peak hour.
