AN ORDINANCE: GRANTING A TEN-YEAR REVOCABLE, NON-EXCLUSIVE
CABLE TELEVISION FRANCHISE TO ADELPHIA
COMMUNICATIONS CORPORATION
WHEREAS, the Town Council is authorized through the Code of Virginia and the
Town Code to grant one or more revocable, non-exclusive franchises for cable television
service providers to construct, operate and maintain a cable television system; and
WHEREAS, Adelphia Communications Corporation has applied for and negotiated
with the Town for such a franchise; and
WHEREAS, the Cable Television Advisory Commission held a televised public input
session on May 13, 1999 to receive comments from the public on cable television services;
and
WHEREAS, Adelphia has agreed to construct a state-of-the-art cable television
system; and
WHEREAS, the Cable Television Advisory Commission, town staff, and consultants
from the firm of Rice, Williams Associates have negotiated with Adelphia to provide for a
state-of-the-art cable television system; and
WHEREAS, after due consideration, the Cable Television Advisory Commission
voted September 6, 2000 to recommend the Town Council approve the Franchise Agreement
dated September 1, 2000; and
WHEREAS, the town published notices on four different occasions in July, 2000
inviting other franchise bidders; and

TELEVISION FRANCHISE TO ADELPHIA COMMUNICATIONS CORPORATION.
WHEREAS, the staff and consultants recommend adoption of the franchise.
THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town hereby grants to Adelphia Communications Corporation a
ten-year, revocable, non-exclusive cable television franchise. This franchise shall be subject
to the terms and conditions of the Franchise Agreement, dated October 30, 2000, (the
"Agreement") and the provisions of Chapter 5. lA of the Town Code.
SECTION Il. This ordinance shall be effective upon execution of the Agreement.
