AN ORDINANCE:
APPROVING SPECIAL EXCEPTION APPLICATION #SE-2000-08,
LOUDOUN SPORT AND HEALTH CLUB, 131 FORT EVANS ROAD, TO
PERMIT A PORTION OF A PARKING LOT WHICH WILL SERVE A
PERMITTED RECREATIONAL FACILITY AND PROPOSED EXPANSION
WHEREAS, Loudoun Sport and Health Club has requested special exception approval for a
portion of a parking lot which will serve an existing recreational facility and proposed expansion; and
WHEREAS, the property is located in the R-6, Single Family Residential Zoning District; and
WHEREAS, parking associated with a recreational facility is a special exception use in the R-6
zoning district; and
WHEREAS, on November 2, 2000, the Planning Commission recommended conditional
approval of this application; and
WHEREAS, on November 14, 2000, the Town Council held a public hearing; and
WHEREAS, the proposed use meets the transitional use evaluation criteria for infill development
as set forth in the Town Plan; and
WHEREAS, staff recommends approval, with the conditions set forth below.
THEREFORE ORDAINED by the Town of Leesburg in Virginia as follows:
SECTION I. Special exception application #SE-2000-08, Loudoun Sport and Health Club, is
identified in the Loudoun County land records as Tax Map 48H-((4))-3 and 48-82-B as shown on the
Special Exception Plan, last dated October 26, 2000, and any future version of the plan that incorporates
the conditions contained herewith, is hereby approved subject to the following conditions:

The special exception plat should be revised to address to address all attached referral review
comments from the following departments:
· Department of Engineering and Public Works dated November 1, 2000
· Traffic Engineer dated September 21, 2000
· Department of Utilities dated September 18, 2000
A boundary line vacation must be performed concurrent with the review of the associated final or
preliminary/final development plan to eliminate the parcel boundary between Tax Map # 48H-
((4))-3 and 48-82-B.
Revise Note #11 in the General Notes on the cover sheet to read as follows: The proposed
parking lot lighting will be a general "shoebox" style and will direct lights downward and will
conform to the DCSM Section 7-670 and all other applicable Town standards.
In addition to the ordinance-required street trees along Fort Evans Road, the applicant must plant
evergreen shrubs (three feet on center) with a minimum height of 36 inches within the 10-foot
wide landscaping strip along the entire street frontage.
SECTION II. Approval of the special exception concept plan does not authorize modifications
to any requirements of the Design and Construction Standards Manual, Subdivision and Land
Development Regulations or Zoning Ordinance unless specifically set forth in this ordinance.
SECTION m. This ordinance shall be in effect upon its passage.
