Adjournment (Subject for Approval) City of Tiffin Planning and Zoning Commission Kate Fitzgerald, Commission member called meeting to order at 6:33 pm on Wednesday, September 7, 2011 at the Springmier Library. Roll call of Commission members present: Shawna Colvin, Kate Fitzgerald, Melvin Reeve and Peggy Upton. Absent: Stephanie Surine. Also present: Mayor Phillips, Council persons Jim Bartels and Travis Weipert. Motion made by Peggy Upton and seconded Shawna Colvin for approval of Agenda as printed. Chairperson Fitzgerald asked that preparation of Agenda in future follows Robert's Rules. All ayes. Absent Surine. Motion made by Shawna Colvin and seconded by Peggy Upton for approval of minutes of August 3, 2011 meeting. All ayes. Absent Surine. New Business: A Conditional Use Permit was submitted by Russ'Meade.for review by the City of Tiffin regarding use of home site for a commercial business, non-conforming to the zoning ordinance of Johnson County. Commissions members reviewed the application and discussed the parking issue for employees and customers to be adequate and do not voice any objections for the approval of Johnson County Board of Adjustments for approval of application. The City of Tiffin was asked to make comments because the location of the site is within the two mile radius of theTiffin city boundaries. Discussion held on the Zoning Ordinance Section Five Fence and Hedge Regulations, regarding the requirements for a Neighbor Agreement, between adjoining neighbors when a fence or hedge is placed less than three feet from the property line or installed on the property line. Recommendation made by Shawna Colvin and seconded by Peggy Upton to add language to Ordinance under section 5.02 as an alternative to the current ordinance to allow applicant to hire a certified surveyor to survey lot lines and submit a certified copy to City Hall before the issuance of a Fence or Hedge Building Permit. In addition the recommendation equested a change in Section 5.03 regarding the attractive side of the fence to face out or toward neighbors. Inder Section 5.04 the recommendation was to change the wording to reflect fences over seven feet needing permission from city and eliminating the word "hedges"from this section. All Ayes. Absent Surine. Mayor Phillips explained the discussions being held regarding the possible future annexation of Johnson County land into the city limits of Tiffin. Discussion held on past annexations into the City of Tiffin. Members were asked to read materials presented on Iowa Annexation law and contact landowners in possible affected area. Issue will be further discussed in future meetings. Old Business: A site drawing and plans for the Little Clippers Child Development Center were presented for review. No site drawing and plans were available for review of the new Depot reconstruction. Mayor Phillips updated Commission on the plans for the Ireland Avenue Extension Project. Discussion held on the Woodfield Ridge Estates Part One Outlot B Storm Water Retention Pond and the plans in progress to repair the outlet structure and regarding on surrounding area and the request by the adjoining landowners to purchase the land for and maintain the-area in the future. Inquiries were made on recent work conducted by utility companies regarding disturbance of areas around their work areas. It was reported that City Hall was not aware of these activities because the utility companies failed to obtain permits. The concerns would be reviewed.
