Planning and Zoning Commission
Kate Fitzgerald, Chairperson, called meeting to order at 6:37 pm on Wednesday, October 5, 2011 at the
Springmier Library.
Roll call of Commission members present:, Kate Fitzgerald, Stephanie Surine. and Peggy Upton. Absent:
Melvin Reeve and Shawna Colvin.
Also present: Mayor Phillips, Council person Travis Weipert.
Motion made by Stephanie Surine and seconded Peggy Upton for approval of Agenda as'printed. All Ayes.
Motion made by.Peggy Upton and seconded by Kate Fitzgerald for approval of minutes of September 7,
2011. All Ayes.
Old Business:
Chairperson Kate Fitzgerald asked for comments from the Commission members regarding the request
submitted by Building Official Ed Johnson regarding the fencing and permitting of swimming pools. Extensive
discussion held on the request. Commission member Peggy Upton suggested contacting the insurance
representative for clarification on the issue. Fitzgerald suggested Commission members continue to review
the request and place on November 2011 Agenda for further discussion.
Village Pointe site plan reviewed and discussion held regarding possible preliminary plat approval.
Ordinance 2010-307 Rezoning of site to a PAD approved by City Council in January 2011. Commission
members wanted to make sure that sidewalks were to be installed on both sides of the driveway from Village
Dr. to PAD. Motion made by Stephanie Surine and seconded by Peggy Upton to recommend approval of
Preliminary Plat for site pursuant to the Engineer's, Attorney's and Fire Chief's approval of site plan and their
comments have been addressed appropriately. All Ayes. Absent: Shawna Colvin and Melvin Reeve.
Commission members were updated on the progress of the Woodfield Ridge Retention Pond repairs and
land conveyance to the landowners adjacent to the land surrounding the pond. Public Hearing for the
•omments of the land conveyance scheduled at regular City Council meeting on October 12, 2011.
;ity Attorney Greenleaf asked P &Z Commission to review the Sub-division Ordinance 1998-218 for
purposes of updating provisions of the Ordinance especially regarding the clarification of preliminary plats
and re-platting requests. Copies of Ordinance distributed to Commission members. Chairperson Fitzgerald
asked members to review Ordinance and place further discussion on November 2011 Agenda.
City Engineer Mike Hart provided copies of the Chapter One—General Provisions of the Iowa Urban Design
Standards Manual to begin the review for future adoption of the Standards
No additional discussion or items introduced to Commission.
Motion made by Kate Fitzgerald and seconded by Stephanie Surine for adjournment at 7:33pm. All Ayes.
