Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on January 13, 2020
In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee Bonuchi,
Trustee Kalkanis, Trustee Larson, Trustee Wojowski, and Trustee Benton. Board Absent: Trustee
Calkins. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons,
Public Works Director; Jon Proulx, Planning Director; Lonnie Spires, Building Official; and John
Konopek, Chief of Police. There were approximately 4 persons in the audience.
Trustee Larson moved to approve the Minutes of the Committee of the Whole Workshop and Executive
Session held on December 9, 2019. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed.
Motion carried. Motion carried.

WORKSHOP
1) BALLARD FARM PROPOSED DEVELOPMENT REVIEW(CASE NUMBER 1846-
072519.AA/SU/PP)
Mr. Jon Proulx stated that the applicant is seeking input from the Board regarding the revised
development plans for the project known as Ballard Farm, located at the northeast corner of 127th Street
and Heggs Road. The proposed single-family residential development consists of 79 lots on
approximately 31 acres, eliminating the previously proposed townhomes. As part of the planned
development, the applicant is seeking relief from several of the standards of the Zoning Ordinance.
Representatives from Ballard Farm gave a presentation highlighting the revised concept plan for the
Ballard Farm Development.
Trustee Bonuchi expressed concern with the elevations. Trustee Wojowski stated that he liked the
designs and concept but expressed concern regarding the proposed variances and setbacks. Trustee
Larson expressed concern regarding the variances and setbacks and had some questions regarding the
green aspects of the development. Trustee Benton expressed concern regarding variances and setbacks.
Mayor Collins expressed concern regarding the variances and setbacks. Trustee Kalkanis expressed
concern regarding the setbacks.
The applicant asked if there would be any objections to allowing only the front porch of a home to
encroach 5 feet into the front yard setback. There were no objections. The applicant will continue
working with staff.
Mayor Collins read the reminders.
On a motion from Trustee Larson and second by Trustee Bonuchi,the meeting adjourned at 7:41 p.m.
