Planning and Zoning Commission
Kate Fitzgerald, Chairperson, called meeting to order at 6:34 pm on Wednesday, November 2, 2011 at the
Springmier Library.
Roll call of Commission members present:, Shawna Colvin, Kate Fitzgerald, Melvin Reeve, Stephanie Surine.
and Peggy Upton.
Also present: Mayor Phillips, Council person Chris Ball, Jim Bartels, Travis Weipert and City Clerk Ruth
Demuth.
Motion made by Shawna Colvin and seconded Peggy Upton for approval of Agenda as printed. Chairperson
Fitzgerald suggestedtabling discussion on SUDAS until December 7, 2011 meeting. All Ayes.
Motion made by Peggy,Upton and seconded by Stephanie.Surine for approval of minutes of October 5, 2011.
All Ayes.
Old Business:
Chairperson Kate Fitzgerald asked for comments from the Commission members regarding the request
submitted by Building Official Ed Johnson regarding the fencing and permitting of swimming pools. Extensive
discussion held on the suggestions submitted by the Welt Ambrisco Insurance Agency regarding fencing
around swimming pools. Motion made by Stephanie Surine and seconded by Peggy Upton to forward the
following recommendation to City Council for review and approval:
Special Fences: Swimming Pools (defined as structures that are up all year)
located outdoors with a depth of three feet six inches or more,
must be enclosed by a fence subject to the following requirements:
1. The fence must be at least four feet from ground level but not to exceed seven feet from the top rim
Of the pool, and have no spaces that allow a four inch diameter sphere to pass through.
2. Fences must have a self-closing and self-latching device on the gate.
3. Fences must be located so no part thereof is within three feet of an alley or street right-of-way.

Fitzgerald presented "Iowa Land Use Planning" Notebooks from Iowa State University Extension Services to
Commission members for assistance in updating the Subdivision Ordinance. Discussion held on plan of
action in reviewing and updating Ordinance. Subdivision Ordinances obtained from Iowa City and North
Liberty were reviewed. Further discussion placed on December 7, 2011 agenda.
Chairperson Fitzgerald made mention of grammar and spelling corrections on previous ordinance and
amendments updated by P&Z to be forwarded to City Council.
New Business:
Fitzgerald mentioned that a possible new development might be happening shortly. No additional
suggestions made on new items of discussion.
Motion made by Peggy Upton and seconded by Shawna Colvin for adjournment at 7:01 pm. All Ayes.
