AN ORDINANCE: AMENDING SECTION 13-18 OF THE LEESBURG TOWN CODE
REGARDING THE ESTABLISHMENT OF PLANNING COMMISSION
COMMITTEES, THEIR' RESPECTIVE REVIEW AUTHORITIES AND
THEIR MEETING FREQUENCY.
WHEREAS, the Planning Commission regularly meets twice a month for review of land
development applications for rezonings, special exceptions, site plans and subdivision plats as
well as periodic reviews of amendments to the Town Plan, Zoning Ordinance and Subdivision
and Land Development Ordinance; and
WHEREAS, the Planning Commission occasionally has additional special meetings each
month for review of land development applications and amendments to the Town Plan, Zoning
Ordinance and Subdivision and Land Development Ordinance; and
WHEREAS, the Planning Commission is currently required in accordance with the Town
Code to establish three (3) committees to consider zoning issues, subdivision and land
development issues, and comprehensive planning issues; and
WHEREAS, the Planning Commission is currently required in accordance with the Town
Code to conduct monthly meetings of each of those committees; and
WHEREAS, the Planning Commission, through common practice; establishes
committees as needed and the times fixed for each committee meeting varies as needed to
conduct its business in an orderly and efficient manner; and

WHEREAS, the Planning Commission recently amended the Planning Commission
Bylaws to be consistent with their common practice of establishing committees as needed; and
WHEREAS, the Planning Commission desires to amend the Town Code to make it
consistent with the amended Planning Commission Bylaws and their common practice of
establishing committees as needed.
THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Section 13-18 of the Town Code is amended to read as follows:

problems to the Town Council, which has the authority to require a member to
resi~ if the s~d member is absent from four consecutive, regul~ly scheduled
meeting.

AN ORDINANCE: AMENDING SECTION 13-18 OF THE I.EESBURG TOWN CODE
REGARDING THE ESTABLISHMENT OF PLANNING COMMISSION COMMITTEES
(b)The Planning Commission may establish committees to facilitate the conduct
of its business. Committees shall consist of at least three members of the
Commission appointed by the chairman. A majority of the members of a
committee shall constitute a quorum and action of a committee shall be valid
when authorized by a majority vote of those present and voting. The members of
each committee shall elect a chairman. Each committee shall fix the time for
holding regular meetings and shall meet every month. Special meetings may be
called using the procedure of Section 15.1-439 of the Code of Virginia, as
amended. Matters coming before the Commission may be referred by the
chairman of the Commission to the appropriate committee for review and
recommendation or acted upon by the whole Commission without referral to a
committee.
(c)A majority of the members of the Commission shall constitute a quorum and
action of the Commission shall be valid when authorized by a majority vote of
those present and voting.
SECTION II. This ordinance shall be in effect upon its passage.
